is doubtful that the Mubarak re-
gime could have survived to this
day. The treaty opened the way
for massive infusions of American
military and economic aid despite
Mubarak's reluctance to give the
United States the base facilities it
sought on the Red Sea to be pre-
pared for any Persian Gulf con-
tingency.
Mubarak is now, apparently, so
convinced that Washington needs
him that he is demanding that
American military and economic
aid to Egypt be raised to parity
with that given Israel.
In the multi-ringed Mideast
( j circus, Mubarak is putting on his
own amazing act in which he ap-
pears all things to all men. He has
discovered that the anti-Israel
line is the best of all platforms in
the Arab world and, like mother
and apple pie in America, will
carry him far. What Arab, even a
member of the Moslem Brother-
hood, would disagree when
Mubarak calls for cession by Is-
rael of all the territories — and

Jerusalem too — it occupied in
1967 and self-determination and
statehood for the Palestinian
Arabs?
But while crusading against Is-
rael in the Arab forum, Mubarak
is careful to maintain the facade
of the Egyptian treaty with Israel.
He assures Israel the treaty will
be fully implemented When Is-
raeli withdrawal from Arab
lands, and from Lebanon, silences
his opposition within Egypt.
Meanwhile, he continues to at-
tempt to marshal maximum sup-
port against Israel and for the
maximalist Palestinian demands
and to pressure African states not
to resume diplomatic relations
with Israel.
His primary objective in the
Arab world is restoration of
Egypt's leadership role and the
isolation of his enemies, Syria and
Libya. He was the first Arab
leader to welcome Arafat after the
terrorist chieftain was ignomini-
ously expelled from Syria, thus
helping restore him to a position
