Dine stressed several impor- tant principles for supporters of Israel: a strong Israel is good for the U.S., that Jews must be com- mitted to Judaism, and that polit- ical action needs players, not spectators. He said the. AWACS scorecard in 1981 showed 52 Senators back- ing the Reagan Administration proposal to sell the radar planes to Saudi Arabi.. Four Senators who voted with the Administration in 1981 — Schmidt, Percy, Jepsen and Huddleston — have lost re- election bids since the 1981 AWACS vote, while no Senator who voted against the AWACS sale has lost. Dine promised that "we'll use that information in 1986." He listed as major issues facing the pro-Israel community the economic situation in Israel, pro- posed U.S. arms sales to Saudi Arabia and Jordan, and Middle East peace talks. "The PLO is clearly not ready to deal with Israel," Dine said. He said the PLO is divided into three factions: Arafat's group, the pro- Syrians, and the assassins. "And even though tie Syrian ex- tremists were excluded from the Palestine National Council meet= ings in Amman, the PNC still blasted Israel and the U.S." During a question-and-answer session which followed his formal presentation, Dine said that re- cent statements by Jordan's King Hussein and Egypt's Hosni Mubarak were just more of their normal "poppycock." He said Mubarak has no inter- est in changing his cold peace with Israel, and Hussein has picked up the Soviet foreign policy on the Middle East — involving the PLO and USSR in peace negotiations — "and everybody is calling it the Hussein policy. Is- rael certainly won't buy it, and neither will the United States." Asked about the power of the Arab lobby in the U.S., Dine agreed that it is growing stronger and has potential with petro- dollar support, "but quite frankly it has not been that effective." Asked if Percy will be offered Jeanne Kirkpatrick's U.S. am- bassadorship at the United Na- tions, Dine responded with a flat "No!" He said conservative Re- publicans in the Reagan Adminis- tration will oppose the appoint- ment of Percy, and Dine specu- lated that Percy may be offered the ambassadorship to India.
