Jerusalem (JTA) — The
Cabinet, overriding protests from
the religious parties, voted this
week to extend daylight savings
time next year on a permanent
basis as an economic measure. It
will be in effect from April 13,
‘) 1985 to Sept. 14 and is expected to
yield a saving in energy of some
$3.5 million.
The move, introduced as an ex-
periment last year, was opposed
by orthodox Jews who will have to
rise an hour earlier for their
morning prayers.

The joint committee, estab-
lished during Prime Minister
Peres's summit with President
Reagan at the White House, will
also explore in considerable detail
Israel's more immediate short-
term problems, including any
possible strain in meeting Israel's
current debt service commit-
ments.
U.S. and Israeli officials in
Washington said there was no
need right now for Israel to seek
any deferment on the repayment
of its approximately $10 billion
debt to the United States. They
noted, however, that such an op-
tion was still open to Israel down
the road. They have not been anx-
ious to see Israel exercise that op-
tion because it would merely in-
crease Israel's overall debt burden
to the United States. Any post-
poned payment would require
additional interest payments at
the going commercial rates.
Thus, the Americans welcomed
Peres's statement in the Knesset
that Israel would continue to
make its payments on time.
U.S. and Israeli officials con-
ceded that they were still very
much uncertain about the actual
impact of the joint committee.
"It's all very much new," one U.S.
source said. "We'll be experiment-
ing for the time being."
But in effect, the U.S. and Israel
have been involved in an exten-
sive and ongoing economic
dialogue in recent years aimed at
coordinating their strategy in eas-
ing Israel's problems. The joint
committee, in large measure, has
merely institutionalized what al-
ready had been occurring on a
regular basis.
Israeli officials acknowledge
that the Reagan Administration
— assuming it is re-elected — will
place some economic conditions
on increased U:S. economic and
military grant assistance to Is-
rael. But they doubt whether any
political linkage will be made —
at least in the near future.
The Administration is clearly
sympathetic to Israel's worsening
economic plight, but wants to see
some additional structural
changes made in the economy be-
fore committing itself to any new
incease in aid.
