Page 21 $ 1 1 1 mo. 353-6363 Ear- resistible. has served in Israel's cabinet on two occasions, developed Israel's ties with several African nations as a foreign office diplomat, and supervised the exodus of tens of thousands of persecuted Jews from their native Arab lands. The role of Speaker is modelled on that of the British House of Commons, though most demo- cratically elected chambers, as in America's Houses of Congress, have speakers who act as chair- people. One significant difference, however, is that in the absence of the President of Israel, the Knes- set speaker becomes acting president. The Knesset Speaker also de- termines the agenda for debates, though in effect he bows to the government's wishes. More cru- cially, however, during debates the Speaker's gavel decides what can and cannot be said. If a member persistently interrupts debates or does not accede to the Speaker's demands to cease a speech, the Speaker may even call upon the Knesset ushers to eject a member from the hall. In Israel's parliament, where unrully be- havior and melodramatic ges- tures are not uncommon, the ushers are regrettably called into action all too often. While Hillel is polite, gentle and diffident in manner (he seemed extremely embarrassed by the excited congratulations he received from his colleagues after being elected Speaker), he is not a man to sit quietly when his indig- nation is roused. No leniency can be expected from him towards Meir Kahane or any other Knes- set member who attempts to dis- rupt, or threaten Israeli democ- racy, for Hillel vigorously sup- ports issues he feels strongly ab- out. Born in Baghdad, Iraq in 1923, Hillel came to Israel in 1930 and settled with his family in Tel Aviv.
