Most aliyah experts agree that American Jews don't know enough about life in Is- rael — only about 15 percent have ever visited the Jewish state — and what they do hear is often negative: chaotic economy, frequent wars, ter- rorist attacks, etc. Aron agrees with the theory that the key to increased aliyah is pushing a kind of in- cremental approach. "I'm applying the idea of aliyah in steps," he says. You can't de- cide to live in Israel until you've spent time there." A new emphasis is being placed on having- U.S. college and even high school students spend an academic year in Is- rael, having families spend a summer there, having schools in the U.S. offer programs on life in Israel, and having local Federations placing more em- phasis on aliyah. But Israel's economic woes remain a tremendous factor in discouraging aliyah, evi- denced by the hundreds of thousands of Israelis now liv- ing in the U.S. Until that prob- lem is addressed more force- fully, American Jews will con- tinue to ask why they should go live in Israel if so many Is- raelis are coming to live here. Further, studies have shown that about half of the successful olim from the U.S. are Orthodox Jews who are motivated by the religious ob- ligation to fulfill the mitzvah of settling in Israel. And even they are finding it extremely difficult to make the transi- tion. "Contrary to what we were told in advance, no one in Is- rael welcomes you with open arms," said one local man, an Orthodox Jew, who lived in Jerusalem for a year. The Is- raelis resent that new olim get tax breaks, and believe me, they are not very helpful. The bureaucracy is a mess and the minor details of day-to-day life — going to the bank, waiting in line, paying bills — can drag you down.
