A large part of Israel's lower productivity may be due to the higher number of strikes recorded in the Jewish state. The study noted that there were 51 work stoppages involving some 160,000 workers in the first half of 1983 alone. e 30% OFF 354-4433 Wolin the street looks upon him as being pretentious. The well known American writer Robert St. John, who did an Eban biography, ob- served that people respect him, but don't love him; they may agree with him, but they don't al- ways understand him. He seems to be a cold individualist. He pre- fers to orate rather than to listen. He transforms every dialogue into a monologue. Even in his days at the U.N. it used to be said that he was a poor ambassador of good will because he always gave the other dip- lomats an inferiority complex. Israelis are proud of his inter- national reputation, but quickly add that he was never a member of kibbutz, never the commander of a fighting brigade in military action. Furthermore, he today ad- vocates dovish policies with re- gard to our relations with the m Arabs. He would display a bit of compromise here, of territorial concession there, to show Israel's good will and generosity and de- sire for peace. But these views are not popular in an Israel which, for the most part, does not believe that appeasement will bring true peace any closer. As he approaches 70 Eban is al- ready an elder statesman, with- out ever having been afforded an opportunity even to try for the topmost position in government. Abroad he basks in honor and prestige, but these evade him at home. He finds a measure of satis- faction and fulfillment in his books, his television programs, and the adulation which he re- ceives when he speaks — outside of Israel. He refuses to accept that his public career is almost over. It is already being bruited about that when the time comes to elect Is- rael's next President, he would certainly be an ideal choice — un- less once again others stand in his way. Haim Herzog is entitled to two five-year terms. And by then Eban may be too old. He is un- doubtedly a great man, but also a victim of weaknesses and foibles, both his own and those of the domestic system. 300 4 MARBLE CHEESECAKE A PHILADELPHIA BRAND Cream Cheese original. 3 tablespoons PARKAY Margarine, melted 1 cup graham cracker crumbs • 3 tablespoons sugar 3 8-oz. pkgs.
