Haifa — He has certainly over-
come his disappointment by now,
but there is little doubt that the
most frustrated political leader in
Israel today is Abba Eban. When
it came time to make the assign-
ments and to hand out the various
appointments in the new govern-
ment, promises were forgotten,
obligations overlooked and politi-
cal exigencies given precedence
over ability. The eclipse of Abba
Eban became a topic of discussion
in the entire country, and on both
sides of the political fence.
Originally he had been assured
that in the event of a Labor vic-
tory he would return to th,e post of
ralitister, -a position he
held with distinction from 1967 to
1974, until Rabin became Prime
Minister. He stood by during two
elections, in which the Likud
came out on top, and this year was
sacrificed to the involved com-
plexities of his party's internal
political labyrinth.
If not the Foreign Minister,
then perhaps something else suit-
able for him? There was a momen-
tary ray of light during the
interim period when the Knesset
was in the process of organizing
itself, and Eban was called upon
to serve as temporary Speaker. He
handled that difficult job with de-
ftness, with both dignity and
humor. For a few days the whole
level of the proceedings rose to
heights hitherto unknown. His
hopes rose; he felt the position to
be worthy of him, but when it be-
came clear that the Labor Party
cliques had promised the post to
someone else, he withdrew,
sulked for a while, and then
reconciled himself to the inevita-
ble. Even a political opponent like
Ehud Olmert, of the Likud, wrote
in his newspaper column that a
Knesset headed by Abba Eban
would have attained a world wide
prestige which it has hitherto
lacked.
It was not to be, and our friends
from abroad find it difficult to
understand why a man of Eban's
obvious talents is not being fully
utilized. There are two major rea-
sons. One is political, the other
personal.
In the realities of Israel politics,
there are too many candidates for
too few positions. Those who have
the backing of groups, cliques,
segments of the population
(meaning votes) get priority.
Eban has no machine backing, no
organized group behind him. Dur-
ing the years when others were
cultivating their political bac-
kyards here at home, Eban was at
the United Nations and in Wash-
ington, rendering effective serv-
ice, to be sure, but that did not
create a political backing here.
And so when the appointments
were made not long ago he ended
up with a consolation prize —
chairman of the Knesset Foreign
Affairs and Defense Committee.
There are personality elements
involved as well. Even his best
friends (and he is not a man with
many warm, close friends) admit
that he does not have the common
touch. One commentator observed
that he is a strange bird in Israel's
skies. His stilted manner of
speech seems affected. The man in
