The U.S., in what Dabrin-
ghaus feels is a classic exam-
ple of doing too little, too late,
began an investigation of the
Barbie affair in 1983. The re-
sult was the Justice Depart-
ment's Ryan Report. Although
the report, authored by Allan
A. Ryan, Jr., the former head
of the department's Office • of
Special Investigations (OSI),
is an admission of guilt that
few countries would have
bothered to make, Dabrin-
ghaus claims that there are a
number of discrepancies be-
tween the report and the
events as they actually took
place. The Ryan Report was
mostly an attempt to reduce
the responsibility of the U.S.
government," he said.
The validity of the former
CIC . agent's charge that the
government, if not guilty of an
organized cover-up, for the
most part ignored the situa-
tion for better than three de-
cades, has not been chal-
lenged. But there are those in
Washington who question
why Dabringhaus himself
waited so long to come forward
with the information.
"I think that what Dabrin-
ghaus fails to explain," an-
other former OSI chief, Marty
Mendelsohn said, "is where he
was in 1972 when Barbie's pic-
ture was splashed all over the
papers after the Klarsfelds
(Nazi-hunters Serge and
Beate Klarsfeld) exposed him
in Bolivia. I don't understand
why Dabringhaus recognized
someone in 1983, but not in
1972."
Mendelsohn, who headed
the OSI from 1977 to 1980, has
never had contact with the re-
tired WSU professor and,
though he doesn't doubt his
motives, he claims that
"what's relevent here are the
facts and I find it hard to be-
lieve Dabringhaus' story in
light of those facts. Had he
come forward 12 years ago, or
if he could explain why he did
not, then maybe I would be-
lieve him."
