THE FEDERATED ENDOWMENT FUND

Joint Statement of the Jewish Welfare Federation,
the United Jewish Charities and Federation Agencies

The logical progression of our current "one-for-all"
annual fund-raising drive leads us to federate a
"one-for-all" endowment and legacy program. This
becomes the third phase of the partnership
conceptualized by United Jewish Charities, Jewish
Welfare Federation and its member agencies.

its simple beginnings in 1899.
when the Volunteer institutions
joined together to create the
United Jewish Charities, we
have built a network of agencies
to serve our community.
As a response to the Jewish
community's total needs —
local, national and overseas —
the agencies and the United
Jewish Charities agreed to
charter the Jewish Welfare Federation in 1926 to provide
central fund raising, community planning and agency

The/communal mechanism put in place in 1926 created
a community structure of agency facilities and programs
in which we can take great pride. Over the period of the
last 57 years, the Jewish Welfare Federation and its
partner agencies have grown, have been exemplary in
fund raising and have met the challenge of those years.

Together, we are still moving forward to enhance
the quality of life of our people. The benefits derived
from the centralized, communal approach are evident
in a number of tangible ways. Endowments generated
on behalf of the agencies are managed and distributed
by the United Jewish Charities. Federation's budgeting
and planning guidelines provide the criteria for _
endowable programs. Capital fund campaigns, where
the community-at-large shares with Federation in the
funding and financing, are conducted in conjunction
with our member agencies. Buildings and properties
for agency use are part of UJC's communal assets
portfolio.

The objectives of this endowment program are as
follows:
1) To provide the resources for extra-budgetary
programs related to the general health, welfare,
educational and cultural objectives of the Jewish
Welfare Federation and its partner agencies.
2) To provide continuing and additional support to
the Allied Jewish Campaign by developing
permanent endowment funds which will make
annual commitments to the Campaign honoring
the donor.
3) To provide the safeguard against a shortfall,
unanticipated emergency or disaster.

The goal of the Federated Endowment Fund is to
raise at least 100,000,000 in new dollars. To achieve this
objective, an endowment drive will be conducted as a
total communal effort with the participation of all
agencies, their leadership and their supporters, as well
as the general community. Consistent with the
communal aspect of the endowment development
program, the UJC will be the owner and custodian of the
endowments.

community and just as those who come afterus will
benefit from our sense of community responsibility, so
do we, the undersigned, jointly launch this Federated
Endowment Fund which will continue in the tradition of
our Jewish faith of sharing our blessings with others.
