Prof. Blum was born in Europe in 1931. At age 13, he was de- tained in the Nazi concentration camp of Bergen-Belsen. He re- ceived his formal training at the Hebrew University in Jerusalem and at the University of London, where he earned a doctorate in in- ternational law.
