The documents, housed in the Berlin Document Center, include the membership cards of almost all of the 11 million former Nazis and the files of more than 600,000 SS officers who had a hand in some of the Holocaust's darkest hours. According to a report in the Chicago Sun-Times earlier this year, there was a U.S.-West Ger- man agreement some 20 years ago providing for the return of the documents to the West Germans. As of yet, they are still in U.S. hands. A spokesman for the West German Foreign Office said that there is "no hesitation" that West Germany will gain control of the files "depending on how soon re- maining problems — technical and legal — are solved on the American side." Although those problems re- main unclear to U.S. officials, some suggest that they may in- volve the U.S. Freedom of Infor- mation Act and Privacy Act's re- levance to documents regarding non-U.S. citizens. The records show a thorough chronicle of Hitler's "final solu- tion" and the genocide under- taken by his regime. One room at the center holds letters from SS headquarters to commandments of Auschwitz, directing them to send all gold and other valuables taken from camp victims to var- ious bank accounts in Berlin. The records were key elements used by the prosecution at the Nurembrg trials following World War II. Today, the documents are used by the U.S. Department of Jus- tice's Office pf Special Investiga- tions to track down suspected war criminals in the United States, and by other governments pursu- ing similar goals. Such efforts in- clude the Israeli government's trial of Adolph Eichmann in 1961 and, more recently, the French government's prosecution of SS officer Klaus Barbie. Israel's President, however, only has the prestige which goes with such power. He is, in fact, virtually the only citizen in the country who is not expected, or evern entitled to express a political opinion. The Presidency was designed by Israel's founding fathers as a titular head of state, at the oppo- site end of the scale in relation to the role of the U.S. President. Is- rael's political framework is based on the British Parliamentary sys- tem of government and thus, the Presidency parallels the role of the British monarch. For all the ostensible authority, the Israeli President is actually somewhat of a figurehead. The
