Alfonsin told Bronfman that Argentina's historical relation- ship with Spain placed it in a good position to encourage what Spain has already pledged to do: open diplomatic relations with Israel. The WJC leader told Alfonsin that Jews everywhere were pleased at his election and the re- turn of Argentina on the road to _ democracy. Bronfman noted that he had previously refused to meet Argentine leaders but now that constitutional democracy had been restored he was honored to be in Argentina. Bronfman especially noted with appreciation the introduction by Alfonsin of legislation aimed at banning racial and religious dis- crimination which made specific reference to bias against Jews. The Argentine leader said that the country's foreign debt prob- lem could not be ignored and that he had every intention of proceed- ing with repayment within a pro- per time frame. Bronfman said that the image of the new demo- cratic Argentina would help with this problem in the United States and that he personally would seek to further this positive perception of Argentina in America. Former adviser says Reagan favors Israel free trade zone Boston (JTA) — Dr. Martin Feldstein, former chairman of President Reagan's council of economic advisers, told more than 400 leaders of the Israel Bond I Organization that the Reagan Administration is in favor of a trade zone between the fi t , _ United States and Israel similar ' to the one that Israel already has with the European Common Market. Such an agreement, he indi- cated, might alleviate many of Is- rael's economic difficulties, in- cluding its high rate of inflation, trade problems and budget de- ficits. He told the Jewish leaders from the United States and Canada, meeting at the 1984 national leadership conference of Israel Bonds, that he knows "how impor- = tant Israel Bonds are for Israel and its economy. I share your ad- miration and your affection for Is- rael. I congratulate you on your efforts." Turning to the American economy, Feldstein predicted that after the November election cer- tain steps would have to be taken to reduce the national deficit, in- cluding an eight percent decrease in government spending and an eight percent increase in taxes, which he said would bring about a balanced budget by the end of 1989. He said tha if policies remained unchanged, then the American public could look forward to an- nual government deficits of $250 billion until the end of the decade. Feldstein stated that, in his opinion, President Reagan is per- sonally committed to reducing the deficits and government spending and would accept a tax increase to lower the deficit but only as a last resort. Among the taxes Feldstein pro- - posed are a value added tax simi- lar to the one used in Europe, and a restructuring of personal and corporate income taxes. In a cable addressed to David B. Hermelin of Detroit, national campaign chairman, and Yehudah Halevy, president of the L Israel Bond Organization, President Chaim Herzog of Israel urged the Isreal Bond leaders to help Israel overcome its current Dr. Martin Feldstein backs trade zone. economic difficulties by providing "support for our effort to continue building our infrastructure." Herzog recalled the key role that Bonds have played in the de- velopment of his country since 1951. "During my years of service to Israel," he said, "I have always known the Bond organization as a source of strength and support for all our economic endeavors." He singled out for special recognition the members of the President's Club, an honor society of top-level purchasers which Herzog endorsed at a Bond con- ference in Israel last January. "I am sure," he states, "that the magnificent example you have set will inspire others to join this honor society of our leading sup- porters."
