In consideration of the Syrian involvements, the anti-Israel threats from that area must never be overlooked. Therefore, the fol- lowing evidence of threats to the Jewish state, which are therefore threats to the Middle East peace, must always be kept in view: 1974 — General Mustafa Tlas, Syrian Chief of Staff, proposing that medals be given to Syrian soldiers who participated in the massacre of Israeli POWs on Mount Hermon during the Yom Kippur War: "There is the outstand- ing recruit from Alleppo who killed all by himself 28 Jewish soldiers. Singlehandedly he slaughtered them like sheep. This was witnessed by all his comrades. "Moreover, he killed three of them with an ax and decapitated them. In other words, he didn't use a military weapon to kill them, but used an ax to chop their heads from their bodies. He fought with one of them face to face, laid down his ax, broke his neck and de- voured his flesh. "Need I single him out for special honor? I will award the medal of the re- public to any soldier who kills 28 Jews." (A speech before the Syrian National Assembly as reported by Syria's official gazette, Al Jarida al Rasmiya, No. 27, July 11, 1974.) 1984 — Syrian Defense Minister Mustafa Tlas, re- sponding to Israel's com- plaints that Syria had vio- lated its agreement to re- turn the remains of Israeli soldiers killed in Lebanon in 1982: "After all, she (Israel) will never identify the re- mains. How can Israel ex- pect to identify the skele- tons after all this time? We sent her dogs' bones and she can protest all she wants." (An interview with the pro-Saudi newspaper Al-Majla, printed in Lon- don, on Aug. 4, 1984.) Syrian Defense Minister Mustafa Tlas: "Our front is open to any Palestinian who wants to fight against the enemy. We, on our part, will pro- vide all of the necessary facilities. You can tell whoever wishes to fight against Israel that he is welcome and can fight from the Syrian front. I am prepared to defend and safeguard all that is neces- sary for him to attain his goal." (An interview with the pro-Saudi newspaper Al-Majla, printed in Lon- don, Aug. 4, 1984.) Again, tragically, only the United States saw through the menace, and the Western Powers represented at the U.N.
