Soviet pamphlet blames
Israel for poor relations

New York (JTA) — A
brochure recently published
in Moscow, Yad Sionizma
(The Poison of Zionism),
charges that "Zionists" — in
effect, the Jews — are re-
sponsible for the deteriora-
tion that has taken place in
East-West relations in the
past few years. The
"Zionists" are portrayed as
able to torpedo detente
through their "control" of
the military-industrial
complex in the West in gen-
eral and the United States
in particular.

bourgeoisie in the West con-
trols or holds entirely in its
hands the 165 'death con-
cerns' . . . When blood flows,
money flows too (the
Zionists) say," the brochure
states.

It further claims that the
"Zionists" also oppose any
improvement in Soviet-U.S.
relations and are against
disarmament talks and
trade links. The brochure
adds that the "Zionists" con-
trol "over half" of all U.S.
periodical publications and
television programs as well
as the film industry. Their
alleged control of the U.S.
media enables them to ma-
nipulate the "frame of
mind" of the American
people.
The brochure contends
that the Mafia, with its
multi-million dollar drug
and extortion network is
under the control of the
"Zionists" and stresses the
power of American Jewish
millionaires whose agre-
gate capital "exceeds the
U.S. gross national prod-
uct."

The 112-page brochure,
published in 1983, is co-
authored by Elena Dmit-
rievna Modrzhinskaya and
Vladimir Federovich
Lapsky. At the time of her
death in 1982, Mod-
rzhinskaya headed the
Critique of Anticom-
munism Sector of the USSR
Academy of Sciences Phi-
losophy Institute. She was
the author of some 200 pub-
lished works, a large
number of which was de-
voted to Zionism, of which
she was one of the most vit-
riolic Soviet critics. Lapsky
is not knovin to have made
any previous contributions
to the anti-Zionist drive.
One of the two prepubli-
cation readers named in the
brochure is Vladimir Bol-
shakov, a regular con-
tributor on foreign affairs to
Pravda and a veteran of the
anti-Zionist campaign.
Last January, Bolshakov
published an article in
Pravda entitled "Fascism
and Zionism: The Roots of
Kinship?' One element in
the article was the charge
that Zionists throughout
the world owe their primary
allegiance to Israel — a
charge implying that world

Jewry constitute a Nazi-
like "fifth column."
One of the many illustra-
tions in the brochure is a
Star of David at the center
of a huge spider's web. The
web embraces the Capitol
building in Washington, the
U.S. eagle emblem, the
banking system, and a wad
of one-hundred dollar bills.
The importance of this
brochure is that the crude
allegations which are typi-
cal of Soviet and anti-
Zionist propaganda are pre-
sented more clearly and
succinctly than in most
other publications. Similar
to other publications, the
brochure omits any evi-
dence to support its claims.
Meanwhile, more than
100 members of the House
have joined Rep. Ted Weiss
(D-N.Y.) in writing to
Soviet President Konstan-
tin Chernenko urging him
to permit Zachar Zunshein
and Grigory Geishis to emi-
grate to Israel.
Zunshein was arrested on
March 4, after he, his wife,
and a relative stood on a
street corner in Moscow
bearing a sign that read:
"Please give us exit visas."

Zunshein was later con-
victed of "anti-Soviet slan-
der."
Geishis has been contin-
ually denied an exit visa
since he first applied to
emigrate to Israel in 1978.
In May, 1980, Geishis was
sentenced to two years in a
labor camp for refusing to
enter the Soviet army.

"Cases such as those of
Zunshein and Geishis have
become, all too common in
the Soviet Union where
Jews are imprisoned for the
'crime' of wanting to emi-
grate," Weiss said. To free
Zunshein and Geishis,
Weiss wrote to Chernenko,
"would be a significant
humanitarian gesture on
your part, and would con-
tribute to improved rela-
tions between our two coun-
tries."

"At a time when anti-
Semitism is on the rise in
the Soviet Union, and when
the number of Jews allowed
to emigrate is at an all time
low," Weiss said, "it is im-
portant for Americans to
speak out on behalf of the
Jewish community in the
Soviet Union."

Wazzani waters not diverted
by Israelis, UN study says

Jerusalem (JTA) — Israel
radio reported Tuesday that
a four-man team from the
United Nations has com-
pleted its investigation into
reports that Israel was di-
verting the waters of the
Wazzani Stream in Leba-
non and found the Lebanese
and Arab reports of such ac-
tivity to be untrue.
Lebanon has asked the
Security Council to hold a
meeting on its charges of il-
legal Israeli diversion of the

stream.

The UN team is said to
have found no signs of any
movement of a fence which
the Arabs say had incorpor-
tated a small area of Leba-
non into Israel, though they
found signs of "some work."
Israeli sources said that a
fence had been erected near
this spot in the past, to pre-
vent animals from crossing
the area, owing to an out-
break of foot and mouth cat-
tle disease and to prevent
the spread of the sickness to
Israeli cattle.
