Funds nixed
for settlements
Jerusalem (JTA) — The
Treasury does not intend to
release more money to new
Jewish settlements in the
West Bank, Radio Israel re-
ported.
According to the repot,
this is part of the overall
freeze on government
transactions and because
the settlements are not re-
garded as "vital."
In a related development,
the International Confer-
ence on Population in
Mexico City, sponsored by
the United Nations, con-
cluded with the adoption of
a revised program that in-
cludes a new provision con-
demning the "establish-
ment of settlements in ter-
ritories occupied by force."
The new provision did not
mention Israel by name but
it was clearly aimed at the
Israeli settlements in the
West Bank and other ter-
ritories Israel has been
holding since 1967.
The anti-Israel provision
was included in the final re-
port of the conference de-
spite the strong opposition
of the United States and Is-
rael. The two countries tried
to eliminate the settlements
provision but their efforts
failed by a vote of 87-2 (Is-
rael and the United States),
with 26 abstentions.
It also was learned that in
the past three years, the
number of Arabs in the
West Bank increased con-
siderably, reversing a de-
cline in the last few years,
according to a Bank of Israel
survey.
According to the survey,
the decrease in emigration
is due to an economic slow-
down in the Arab countries
and the high rate of em-
ployment in Israel.

Israel to draft
new legislation
against racism
London (JTA) — Israel's
attorney general has been
offered a compliation of all
legal provisions in Europe
against incitement to racial
hatred, to be used as a guide
for drafting similar Israeli
legislation made necessary
by the election of Rabbi
Meir Kahane to the Knes-
set, the World Jewish Con-
gress reported this week.
The offer by the WJC re-
search arm, the Institute of
Jewish Affairs, was
"warmly welcomed" by At-
torney General Yitzhak
Zamir, who was asked by
Justice Minister Moshe
Nissim to draft anti-racist
legislation urgently to meet
the situation created by the
activities of Kahane's Kach
Party. The Institute of
Jewish Affairs had collected
the legislative' material for
some time as one of its major
research projects.
