Wayne Feinstein, Feder- ations • executive vice president, said "every bene- ficiary enjoyed a substan- tial increase" in the budget- ing process this year, except for HIAS. He added that the loci' agencies received large increases. Feinstein said a four- mounth process is involved in determining the budget. First the executive commit- tee meets for what he called "round robin" discussions, usually held in March. In April and May, four local budget divisions process the material. The next step is a meeting of the division chairmen. In July, accord- ing to Feinstein, "the final demands are reconciled." Mark Schlussel is chair- man of the Conference of Division Chairmen.
