`Free Lebanon, safe Israel'
still U.S. goal, Shultz says

New York (JTA) — Secre-
tary of State George Shultz
has assured American Jews
that the United States has
not changed its policy re-
garding the ideal Lebanon
as "free of all foreign forces,
with a strong representa-
tive central government
and security for Israel's
northern border."
At the same time, Shultz
said that "Syria continues
to impede the direct discus-
sion between Lebanon and
Israel that we believe essen-
tial to establish the condi-
tions under which Israeli
forces can be withdrawn
from Lebanon with the
necessary security for Is-
rael's northern border."
Both statements were
contained in a letter re-
leased Wednesday by
Shultz to Kenneth Bialkin,
chairman of the Conference
of Presidents of Major
American Jewish Organ-
izations. The letter was a
reply to criticism by the con-
ference of a senior State De-
partment official's assertion
that Syria is now playing a
"helpful role" in Lebanon.
Assistant Secretary of State
Richard Murphy; who of-
fered this assessment of
Syria before a House

Foreign Affairs subcommit-
tee last month, was im-
mediately criticized by
some of the subcommittee
members.
In Tel Aviv, Israeli offi-
cials announced plans last
weekend which would en-
able an Israel Defense Force
pullback from Lebanon
within six to eight weeks, if
implemented.
According to an Israel
Radio report, the plans had
been submitted to the gov-
ernment, but no action was
taken. The withdrawal
plans would ensure the con-
tinued safety of Galilee
after the IDF pulls back to
the Israeli side of the border
in four stages, but would re-
tain a number of strategic
positions on the hills over-
looking the coastal road.
Meanwhile, the Israel De-
fense Force has issued a di-
rective in the town of
Nabatiya in south Lebanon
forbidding the display of
photographs of foreign reli-
gious leaders such as the
Ayatollah Khomeini of Iran
and other prominent Shiite
figures.
The directive was issued
as there has been a notice-
able upswing in number of
attacks on the Israeli forces

in south Lebanon. Last
week, an IDF soldier was
lightly wounded when a
grenade was tossed at his
patrol four kilometers east
of Jouie village. He was
treated for shrapnel wounds
in his legs and remained
with his unit.
Israeli soldiers continued
to search the town of
Nabatiya last week or sus-
pects involved in the killing
of an IDF soldier and the
wounding of two other
soldiers.
