LIP • • NEWS Labor Party leaders doubtful on unity talks Jerusalem (JTA) — Leaders of the Labor Party were "rather pessimistic" this week about its prospect or that of Likud's to stitch together a narrow-based government. There was also some pessimism about the possibility of forming a na- tional unity government. The talks that have been going on since last week be- tween Labor and Likud and between the two major par- ties and the small parties appear to be making little progress. Sources participating in the negotiations between Likud and Labor praised the cordial atmosphere but said there has been no sub- stantial progress on the two key issues: the Jewish set- tlements in the West Bank and negotiations with Jor- dan. Each party, the source said, advanced its own line. The only possible break- through was former Pre- mier Yitzhak Rabin's pro- posal Sunday night that Labor and Likud seek to set up a unity government for a two-year period to focus mainly on the economy and the need to withdraw from Lebanon. This proposal has not been formally endorsed by either party, but given the ongoing disputes on foreign and domestic policies, Ra- bin's scheme may gather support as a practical way of forming at last a two-year government since any coali- tion that either party might manage to put together would probably be much shorter-lived than two years. But even if agreement is reached on Rabin's pro- posal, the thorny issue of who would head a two-year government — Labor leader Shimon Peres, who was cho- sen as Premier-designate by President Chaim Herzog, or Premier Yitzhak Shamir — has still to be resolved. Herzog chose Peres Aug. 4 and the Labor leader had' until Aug. 25 to form a gov- ernment, with a 21-day ex- tension, if he needs it to complete his task. Should he fail to do so by then, Her- zog will call on someone else to try to form a government. Shamir would in all likeli- hood be called upon to do so, as the leader of the second largest party in the Knes- set, with 41 seats compared to Labor's 44. Dodd (D-Conn.) will receive honorary de- grees from the University of Haifa at the annual dinner of the American Friends of Haifa University Oct. 3 in New York. • .7
