Arens defends
enlargement of
Hebron tract
Jerusalem (JTA) —, De-
fense Minister Moshe Arens
Sunday defended the
enlargement of the Jewish
area in heavily Arab popu-
lated Hebron in the West
Bank, saying that even the
Arab population should be
interested in that settle-
ment.
Speaking to a gathering
here of Emunah, the na-
tional religious women's
organization, Arens said
the Arabs should welcome
the Jewish settlers because
this "would eradicate the
blow of the terrible Arab
pogrom of the Jewish popu-
lation in 1929."
"I think that there is con-
siderable understanding
amongst many of the Arab
population in Hebron,"
Arens contended. "that it is
right and proper and even in
their own interest, that that
destruction and that act of
carnage that took place in
1929 should not remain the
last word and that the
Jewish quarter in Hebron
should be re-established.
Arens' remarks were in
defense of the secret arrival
last Wednesday night at a
hilltop inside Hebron over-
looking the Jewish cemet-
ery of four caravans and la-
ter, four Jewish families to
occupy the caravans. The
settlers claimed that their
action had /the approval of
the Defense Minister.
Arens also expressed his
belief that there was now a
better understanding in the
United States for settle-
ments in the West Bank and
he had harsh words for the
members of the Citizens
Rights Movement who pro-
tested last Saturday against
the settlement, saying they
were motivated by racist
views against Jews.

enlargement of Hebron and
a rally of several dozen Is-
raeli opponents of settle-
ments, touched' off a mild
. debate Sunday at the
weekly Cabinet session.
Meanwhile, in the past
three years, the number of
Arabs in the West Bank has
increased considerably, re-
versing the decline in the
last decade, according to a
Bank of Israel survey.
The decline was the result
of more Arabs leaving than
entering the West Bank:Al-
though there are still more
Arabs leaving than coming
in, the number of Arabs
leaving has decreased con-
siderably, the study,
showed.
At the end of 1982, the
Arab population in the ad-
ministered territores num-
bered 1.224 million 8
758,000 in the West Bank
and 476,000 in the Gaza
Strip. In addition, there are
some 80,000 Arabs in East
Jerusalem, which is consid-
ered as part of Israel.' The
growth ratein 1981 and
1982.was about 2.1ipercent.
