pact near?

Jerusalem (JTA) — An
agreement between the
United States and Israel for
the establishment of a free
trade zone will be concluded
next month, according to
Gideon,Patt, minister of in-
dustry and trade.
Patt dismissed all reports
on complications ahead re-
garding the agreement and
told ministers at Sunday's
weekly Cabinet meeting
that nearly .all the hurdles
have been overcome, except
for "certain technicalities."
Therefore, he suggested, by
next month the agreement
will be ready. A U.S. Con-
gressional team arrived in
Israel this week ,for the
ninth round of talks on the
proposed free trade zone.
Among the issues still to
be discussed are Israel's
' phasing out subsidies to ex-
porters, preparation of a
timetable for tariff elimina-
tion, and the question of "in-
fant industries" — new
enterprises which may re-
quire extra protection from
full and swift exposure to
competition arising from
the implementation of the
free trade zone agreement."
In Washington, the
American Israel Public Af-
fairs Committee (AIPAC)
denied last week that it had
illegally obtained a
classified document outlin-
ing the U.S. position in the
trade talks with Israel.
The FBI is reportedly in-
vestigfting how AIPAC re-
ceived a copy of a report
from the International
Trade Commission to U.S.
Trade Representative
William Brock.
"We gave it back to them.
There was nothing illegal
about our having something
that was not solicited," an
Israeli official said.
Brock would apparently
use the document as part of
his negotiations with Israel
once Congress approves the
Regan Administration re-
quest that a free trade area
be created between the U.S.
and Israel.

Crime reported
up in Israel

Jerusalem (JTA) — Vio-
lent crime in Lsrael is con-
tinuing to increase, accord-
ing to police files. During
the first six months of this
year, police had recorded
127;005 reported crimes, an
increase of 8.8 percent com-
pared to the same period
last year.
There were 120 rape
cases, compared to 113 last
year; 239 robberies, com-
pared to 236 in 1983; and
802 arson cases, compared
to 693 last year. There were
133 murders this year com-
pared to 114 last year.
Twenty-one percent of the
crimes occurred in the
region, the area be-
tween Haifa and Jerusalem. ,
