The ministry's customs and excise department, re- sponsible for the collection of indirect taxes, is now try- ing to find ways of corrects ing the problem. The ministry had admit- ted that travel agents, who under the regulations are responsible for collecting the tax on the land portion of package tours, such as hotel bills, car rental pay- ments and train fares, may find it impossible to collect the money from clients who paid for their foreign trips some time ago and have al- ready used the facilities, though invoices for the foreign currency expendi- tures have not yet been re- ceived in Israel. The department has suggested that the travel agents pay the tax, without demanding reimbursement from clients who would probably refuse to pay re- troactively, and that a way be found for the finance ministry to pay the agents for the tax they pay.
