The measure was passed overwhelmingly after House mem- bers had defeated by a narrow mar- gin a stronger Republican-sponsored proposal to allow spoken prayer in school classrooms, and came just one day after the House approved "equal access," permitting religious groups to meet in public high schools. At first, Democrats rejected a proposal to cut off Federal funds to any state or school district prohibit- ing voluntary spoken prayer." The education bill was approved 307 to 85 with the prayer amendment attached and now goes to the Senate.
