Jerusalem (JTA) — West
Bank activists are extend-
ing their drive to establish
as many new settlements in
the territory as possible be-
fore the July 23 Kneseet
elections. They are doing so
in many cases without gov-
ernment authorization, but
may have tacit encourage-
ment from the authorities,
Haaretz reported Tuesday.
A new settlement called
Neot Adumim was set up
near Bethlehem over the
weekend and another,
called Abur Yaacov, near
Ramallah last week. More
are planned near Batir Vil-
lage on the western out-
skirts of Jerusalem in the
Hebron region and the
Samaria district of the West
Bank.
Although the sites chosen
were in most cases approved
by the authoritie's some
time ago, settlement build-
ing was not authorized for

tivists are clearly flouting
government authority but
government sources told
Haaretz that "on the eve of
elections their hands were
tied and there was nothing
they could do to prevent it,"
the newspaper reported.
Sources at the World
Zionist Organization's set-
tlement department in-
sisted that the department
was not involved in these
settlement activities, but
the new settlements seem
to enjoy • some government
support, Haaretz said. In
addition, ten new "lookout
posts" are planned for the
West Barik and Gaza Strip
in the next two weeks, each
of them to serve as the nuc-
leus of future settlements.
The flurry of unsanctioned
settlement building seems
to be motivated by the pos-
sibility of a Labor victory in
the elections. The Labor
Party platform calls for
building settlements only in
strategic security zones
while avoiding heavily
Arab-populated regions.
Interior Minister Dr.
Yosef Burg said last week
that massive settlement in
Judea and Samaria is a
vital security need and
must be carried out despite
the current economic diffi-
culties. Burg, during an
election tour of the Etzion
Bloc and the Hebrew Hills
region, also deplored the
breaking off of autonomy
negotiations with Egypt, of
which he had been in
charge.

Klenicki has been ap-
pointed director of the Inter-
faith Affairs Department of
the Anti-Defamation
League of B'nai B'rith, it
was announced this week by
Nathan Perlmutter, ADL's
national director.
Rabbi Klenicki joined
ADL in 1973 as director of
its Jewish-Catholic Rela-
tions Department and later
was named co-director of
the interfaith affairs de-
partment, which works
with Protestants and
Catholics.
Rabbi Klenicki is co
chairman of the joint Work-
ing Study Group sponored
by ADL and the National
Council of Catholic Bishops
and is a member of the
committee on Christian-
Jewish relations of the Na-
tional Council of Churches.
Rabbi Klenicki's inter-
faith guidelines; prepared
in 1983 at the request of
CELAM, the Latin Ameri-
can Catholic Bishops Con-
ference, is used throughout
the Latin American conti-
nent: 'in furthering
Cathoic-Jewish relations.
