After a turbulent time in
the desert laden with dis-
obedience and immorality,
Parashat Pinchas restores
a sense of hope that the Is-
raelites will indeed reach
the Promised Land. This
last. year of wandering be-
gins with the emergence of
a new leadership for the
nation which will help ef-
fect the transition from the
desert to the land of Israel.
By establishing this new
leadership, God teaches
about the importance of
individual responsibility
and helps restore the bond
with His people.
With a zealous and
courageous act, Pinchas,
the son of Eleazar, the son
of Aaron the priest, as-
suages God's wrath by kil-
ling an Israelite man and a
Midianite woman who are
publically performing im-
moral acts. While some
argue that Pinchas was
unethical when he took the
law into. his own hands,
clearly the rewards he re-
ceives from God teach us
otherwise. The Almighty
not only offers Pinchas a
covenant of peace, but also
the High Priesthood for
him and his descendants.
What is it about his act
which leads to the reward
of a position of leadership?
We know that assuaging
God's wrath is in itself not
an automatic assurance of
being the one to lead the
Israelites into the Prom-
ised Land. Moses, for
example, is never re-
warded in this way. He
could not lead the people
because on one occasion, he
did not affirm God's sanc-
tity in front of the Israel-
ites.
Pinchas' dramatic act
has its own merit. Com-
mentators praise him for
his lack of fear bebause he
was willing to reprimand
immorality even though it
was perpetrated by two
prominent people like
Zimri, son of the chieftain
of the tribe of Simeon and
Cozbi, daughter of the head
of an ancestral house in
Midian.
By killing Cozbi, he sets
transcending moral
standards not only for the
Israelites and Midianites,
but for all nataions of the
time. His prophet-like
qualities are acknowl-
edged by the rabbis who

chose for the Haftorah of
this portion a reading from
the Book of Kings about
the zealous prophet Elijah.
From a sociological
perspective, Pinchas'
influence is derived froni
his charismatic qualities.
God, however, structures a
continuity of priesthood
from a traditional
authority model (family
descendants) and legiti-
mates Pinchas' authority
in perpetuity. Thus, his de-

scendants will wield influ-
ence and power through
the position they hold,
rather than necessarily
through personal charisma
or deeds.
Whereas Pinchas is per-
forming a transcendant
leadership role, Moses, at
this time, is involved on a
transactional level. He
carries out God's com-
mands to assail the
Midianites and take the
census. From the Midrash
we learn that he is con-
cerned about how to ap-
proach God about his fu-
ture.
When the daughters' of
Zelophad ask God to in-
herit their father's land be-
cause he had no sons a new
precedent is set for women
and property. Moses thinks
this an opportune time to
demand that his sons be
considered for inheriting
his glory. Much to his dis-
may God says to him: "Who
so keepeth the fig-tree
shall eat the frilit thereof,
and he that waiteth on his
master shall be honored
(Proverbs 27:18) your sons
sat idly by and did not
study Torah. Joshua
served you much and he
showed you great honor. It
was he who rose early in
the morning and remained
late at night at your house
of assembly; he used to ar-
range the benches, and he
used to spread the mats.
Seeing that he has served
you with all his might, he
is worth to serve Israel, for
he shall not lose his re-
ward."
The Midrash teaches us
that Joshua'sgreatness lay
in his willingness to per-
form even menial tasks
and to petition' forcefully
for the needs of the people, -
which he well understood:

At a time when the Israel-
ites are so vulnerable and
susceptible to evil influ-
ences they need a leader
who can inspire them
towards holiness.
In establishing political
leadership for the nation,
God has two concerns: the
characteristics of the
leader and the Israelites'
recognition of that leader.
Thus God says to Moses:
"Take thee Joshua the son
of Nun, a man in whom is
spirit, and lay thy hand
upon him and set him be-
fore Eleazar the priest, and
before all the congrega-
tion; and give him a charge
in their sight."
God recognizes that a
symbolic public transfer-
ence of leadership is cru-
cial in order to establish
the authority of God's cho-
sen ruler. This transmis-
sion of power needs to be
ritualized to include the
praising of the appointed
leader by the previous one,
instructing him in his
duties, accompanied by a
physical gesture symboliz-
ing the change.
The new structure of
leadership for a people who
are preparing to enter the
Promised Land is just the
beginning of the establish-
ing of a nation. There fol-
lows a recapitulation of
sacrifices and festivals
which will serve as a bond
between God and the
people of Israel. Obedience
to God's chosen leaders will
ensure the continuity of
the teachings of the Al-
mighty. Thus, the impor-
tance of who the leaders
are cannot be underestf-
mated.
In comparing leadership
for the priesthood and for
political governance, the
structure may be different,
inherited or appointed, but
the need for continuity,
qualities of the leader and
recognition of authority,
are important in both
cases. At a time when
many of us are involved in
choosing our own leaders,
we may want to re-
examine the qualities of
Pinchas and Joshua in
order to Understand the
kinds of leaders God in-
tends for the people of Is-
rael.
