An explosive device blew up near an IDF unit moving along a road near Shohaya on the western sector in south Lebanon. In another incident in the same area, light-arms fire was directed at an Israeli patrol. An Israel Defense Force patrol clashed with and cap-' tured four Arab infiltrators on the Golan Heights, wounding one. The intruders, who put up a short fight near Kibbutz Afik before they surren- dered, were described as youths aged between 16-21, armed with KalatChnikov rifles, ammunition, 11 hand grenades and three anti- tank rocket-propelled gre- nades. Israeli military authorities believed their intention was to seize hos- tages in exchange for Pales- tinian terrorists held in Is- raeli prisons. Israeli Chief of Staff Moshe Levy thinks that the IDF's stay in Lebanon may be a long one, though he does not rule out the possi- bility of further redeploy- ment. In briefings with Israeli military correspondents and radio interviews on the second anniversary of the start of the Lebanon war, General Levy said the deci- sion to stay in Lebanon or return home is a political decision, and not one to be decided on by the army command. Every attempt is being made to reduce casualties to the minimum, he said. But he said he could see no al- ternative force in southern Lebanon at present which could guarantee the safety of Israel's northern border and safeguard Galilee set- tlements against infiltra- tion. Referring to Syria, he said, the presence of large forces facing each other in the Golan always meant the potential danger of a con- frontation and the IDF had to plan as though there was an acute danger of war. Levy told the correspon- dents he thought the press had exaggerated the thrust of dangers arising from Egyptian military prepara- tions in the Sinai. Israel's stategic position vis-avis its neighbors was not as omin- ous as recent headlines had suggested, he said. Levy also thought the capture of the four terrorist infiltrators into the Golan Heights also did not herald any increased Syrian- backed incidents. The incident, said to be ,unprecedented in the kib- butz movement, exposed a problem that has been of concern to Israeli society for some time. The men in- volved, native-born Israelis, recently completed their army service in Lebanon, where drug use is common, according to Herzl Sinai, a spokesman for the kibbutz. He said however that the drug problem dates back to Israel's occupation of Sinai, where soldiers were first in- troduced to drugs and, under the pressures of war became users. Shaar Hagolan hired a private detective to trace the drug users. He posed as a volunteer and became friendly with the five men. They were offered the choice of therapy or dismissal and chose the latter after the kibbutz membership voted 150-2 to expel them.
