New York (JTA) — Two
writers, one American and
the other Israeli, disagreed
last week in articles in the
Op-Ed page of the New York
. Times on whether the facts
created by the Israelis in the
territories captured in 1967
are reversible or not.
Geoffrey Aronson, author
of a forthcoming book on Is-
rael's policy in the ter-
ritories argued that during
the 17 years since the 1967
war, the Israeli government
created irreversible condi-
tions in the West Bank and
Gaza. "Israel is effectively
sovereign over all the terri-
tory between the Jordan
River and the Mediterra-
nean Sea. Those who still
hope to thwart annexation
must now turn their atten-
tion to the next phase of the
struggle — efforts to
preserve what remaining
rights can be guaranteed for
the Palestinians in the ter-
ritories," Aronson wrote.
In a second article, Is-
rael's David Shaham, who is
executive director of the In-
ternational Center for
Peace in the Middle East,
disagreed with Aronson,
claiming that the Israeli
presence in the adminis-
tered territories is not ir-
reversible.
"The longer the present
trend is allowed to continue,
the more difficult it becomes
to introduce changes or par-
tition the territories." he
wrote. "The situation is re-
versible. But time is of the
essence."

New York (JTA) — An
American educator has pub-
lished a work in which he
states that to help close the
social gap and integrate
oriental Jewish youth into
Israeli society, new pro-
grams and reforms must
continually be initiated and
evaluated.
Dr. Ivan Frank of
Pittsburgh, added that the
kibbutz is just the suppor-
tive setting in which a long
range educational pro-
grams can succeed in
achieving the goal of re-
habilitation between the
disadvantaged Oriental
Jewish youths and Israelis
of Western origin.
Dr. Frank worked with
high risk and juvenile de-
linquents brought to kib-
butz Nachal Oz in Israel.
His findings are spelled out
in a book entitled The Cycle

of Learning: A Unique Edu-
cational Approach in Kib-
butz published by the Proj-
ect for Kibbutz Studies at
Harvard University. -•
