from a grand and,
maybe, incurable
amnesia, too easily
forgetting that behind the headlines,
behind the multi-colored maps with
their keys and legends and their de-
luding nationalism that sets off bor-
ders and, too often, sets off tempers,
there are people.
Not a people as governments so
triumphantly and blandly insist. But
faces and souls and hearts whose
allegiances may be to gods and quests

be. Hearing their voices quiet
voices, shrill voices, desperate or
cocky voices, voices that are still find-
ing their own tongue -- can be a work
of love, or, at least, of a darn good
facsimile; peering behind the masks
that we erect for our neighbors on
this crazy planet can take more cour-
age than we ordinarily choose to
muster.

'Election economics'
trtggers resignations

Jerusalem (JTA) — Recent fer-
ment at the Israeli Treasury over
what critics call "election economics"
emerged with the surprised an-
nouncement this week that the
Cabinet has appointed Nissim
Baruch, Premier Yitzhak Shamir's.
economic adviser, as the new Direc-
tor General of the Finance ,Ministry.
He will replace Dr. Emanuel
Sharon who resigned suddenly over
policy differences with Finance
Minister Yigal Cohen-Orgad. Sharon
joined the Ministry only a few
months ago. Treasury sources said he •
quit because he was unable to adapt
himself to Cohen-Orgad's "disorderly
work habits." Later, the senior eco-
nomic. adviser to the Ministry, Mor-
dechai Frankl,
Frank!, also stepped down.
It was Sharon who leveled the
charge of "election economics" and
his criticism is said to be shared by
other Treasury officials who are dis-
turbed by what they perceive to be
deviations from tough economic
policies by the government in order
to appease voters in the upcoming
Knesset elections. Cohen-Orgad,
who replaced Finance Minister
Yoram Aridor earlier this year,
undertook an austerity program to

fight Israel's soaring inflation rate,
its widening balance of payments de-
ficit and dwindling foreign currency
reserves.
So far this year, inflation has
been rising at an alarming. rate.
Nevertheless, the government has
recently taken decisions that the
budget division considers costly.

Cabinet session, Shamir met with

Berkeley nixes
Israeli aid - cut

Berkeley, Calif. (JTA) — A re-
ferendum on a Berkeley ballot, voted
on in conjunction with the California
Presidential primary, calling for cuts
in United States aid to Israel, was
defeated by a nearly three-to-one
vote.
A spokesman for the Coalition
for Middle East Peace and Justice re-
ported the vote was 29,279 against
and 12,107 in favor of Measure E.
