Addressing a group of B'nei Akiva youth from abroad, he said this phe- nomenon must be rooted out with an iron hand because it threatens Israel's national existence and provides Is- rael's enemies with prop- aganda weapons. There are presently 27 suspects under indictment for a variety of criminal acts ranging from attempted murder to mem- bership in a terrorist organ- ization. Herzog attributed the emergence of a Jewish un- derground that employed violence to "a horrible fail, ure in education." He said that "only a sick and dis- torted 'mind would have thought any good could come out of such terrible crimes." The President's remarks were sharply criticized by the Action Committee on behalf of the Jewish under- ground suspects. The group, mainly West Bank settlers, accused Herzog of creating a lynch atmosphere. Meanwhile, Jerusalem district court named two Is- rael Defense Force officers who are being held in cus- tody in connection with the June 1980 car bombings that maimed two West Bank mayors and injured a police sapper attempting to dismantle a bomb intended for a third mayor. The suspects are Maj. Shlomo Livyatan, 34, of Shilo on the West Bank and Capt. Aharon Gilla, 35, of Jerusalem. They were ar- rested last week in the ongo- ing investigation of a Jewish terrorist under- ground. Judge Yisrael Weiner Sixth Fleet lic - Istt Holocaust memorial New York (JTA) — Sailors of the U.S. Sixth Fleet, men and women of all faiths, participated recently in the first Holocaust re- membrance ceremonies ever to take place aboard an American warship. The event was on 'the forecastle deck of the USS Puget Sound, flagship of the Sixth Fleet, in Malaga, Spain. They were joined by the officers and crews of the USS Semmes and USS Peterson. The keynote speaker was Vice Admiral Edward Martin; Sixth Fleet commander, and the cere- monies were conducted by Assistant Fleet Chaplain Rabbi Arnold Resnicoff. ruled that despite their clean military records, the two officers should remain in custody for the duration of the legal proceedings. Ac- cording to Weiner, evidence presented so far could lead to the conviction of Livyatan for placing explo- sives in the cars of Mayors Bassam Shaka of Nablus and Karin Khallaf of Ramallah. Both were crip- pled. If convicted, Livyatan would face a maximum penalty of 14 years' impris- onment. Gilla is accused of having accompanied a Druze police sapper to the garage of Mayor Ibrahaim A-Tawil of El Bireh. Although he was fully aware that a bomb had been placed in the mayor's car, he failed to warn the sapper who was perma- nently blinded when the bomb exploded. Gilla was not injured. Israel Radio, TV journalists stage strike Tel Aviv (JTA) — Israel Radio and television were silenced and blacked-out last Thursday evening, be- cause of a strike by Israel broadcasting authority newsroom personnel. The networks returned to reg- ular program schedules on Friday. The electronic journalists are demanding salaries equal to those paid to print newsmen. The broadcasting authority management agrees that the radio and television members of the Israel journalists associa- tion should receive pay equal to that of their news- paper colleagues, and asked the finance ministry to make suitable ar- rangements for salary in- creases. The only radio station in Israel on the air throughout the evening (apart from hourly newscasts not af- fected by the strike) was the IDF's Galey Tzahal, which comes under army auspices and not the broadcasting authority. Issues warning Nahariyah (ZINS) — The chief rabbi of Nahariyah has issued a call to local residents to discourage mixed marriages between Israeli women and members of the United Nations Peacekeeping Force in Lebanon. • The UN soldiers are often guests in the town, which is located near the Israeli- Lebanon border, according to Rabbi Aharon Klar.
