Romberg said the United
States would not be in a
combat role and that the
tankers would not become a
target. "They are not equip-
ped for combat," he said.
The United States is to
begin delivery of KC-3 tan-
kers in 1986.
On Sunday, Israeli Pre-
mier Yitzhak Shamir reit-
erated Israel's objection to
the sale.
Speaking at the weekly
Cabinet session, Shamir
pointed out that the Stinger
missiles promised by the
Americans to Saudi Arabia
could end up in the hands of
terrorists. Minister Ariel
Sharon took issue with
Shamir for not taking a
tougher stand.
The debate seemed to re-
flect Israel's dilemma on the
issue: On one hand, it found
it difficult to face the
American argument that
the Saudis needed the mis-
siles to protect western oil
supplies in the Persian
Gulf. On the other hand, be-
cause of the genuine fear
that those weapons could be

used in the future against
Israel, Israel felt it neces-
sary to voice its objection to
the arms deal.
The feeling here, there-
fore, is that if Israel does go
through the motions of op-
posing the sale, it could run
into hostile reaction in the
United States. Israeli policy
makers feel that they are
being told that this time
American and Western
interests outweigh Israel's
on this issue.
Former Vice President
Walter Mondale, campaign-
ing in New Jersey for the
June 5 Democratic
Presidential primaries, said
on a Public Broadcasting
System television program
that he opposed the sale of
Stingers to Saudi Arabia
because they would be an
ideal weapon of terrorists
who wanted to shoot down
commercial aircraft.
"The marginal increase
in security that could be ob-
tained through the supply of
Stinger weapons in my
opinion does not approach
the danger of letting those
things get into the hands of
terrorists," Mondale said.

IN GRADING & EVALUATION

GENIOLOGIST/DIANIONTOLOUIST

Washington (JTA) — The
Reagan Administration of-
ficially announced Tuesday
that it had sold Saudi
Arabia 400 Stinger anti-
aircraft missiles and 200
launchers for the shoulder-
fired weapon to be used to
protect Saudi oilfields and
the shipping of Persian Gulf
oil.
The announcement, made
by the State Department,
came after the weapons had
been delivered to Saudi
Arabia and after the sale
had been widely reported
over the Memorial Day
weekend
State Department De-
puty Spokesman Alan
Romberg said the weapons
were being sold by
President Reagan under the
special authority he has in
the Arms Export Central
Act to waive the normal
30-day waiting period after
Congress is notified. Rea-
gan's use of this emergency
power is the reason why the
number of missiles was
dropped from 1200 to 400
launchers.
Romberg stressed Tues-
day that the Saudis have
"legitimate" needs for the
full number.
"In recent days, neutral
shipping has been attacked
with increasing frequency
and in an ever widening
area in the international
waters in the Gulf," Rom-
berg said, reading a pre-
pared statement. "Further
escalation could threaten
Saudi Arabia and oil
supplies on which much of
the free world depends." Al-
though Iraq is believed re-
sponsible for most of the at-
tacks on shipping in recent
days, the Administration's
effort is aimed at Iran.
