Andolof Rydbeck, - JNRWA commissioner general in Beirut, has con ; firmed the shooting was by members of the Palestinian National Guard Militia, a group of camp residents armed and backed by Israel. The Ein Hilwe camp had been uneasy throughout the week, following IDF searches of the camp for arms caches. Large quan- tities of arms and amuni- tion were reportedly found. According to an IDF statement, the first woman was shot and killed by a camp resident during a dis- turbance while she was moving her family away from the camp. At the woman's funeral at noon, shots were fired from the crowd and a second woman was killed and a man wounded. Rydbeck said two camp residents had been shot and wounded by IDF- troops when they sealed off the camp on Tuesday. Economic crisis was avoidable, Israel says Washington (JTA) — a leading Israeli economist blamed "bad management" for his country's present economic crisis. Yuval Elizur, a former government consul for eco- nomic affairs and currently financial editor of Maariv, told a meeting of B'nai B'rith Internation's Board of Governors here Sunday "there is no objective justifi- cation for the prevailing state of affairs in the Israeli economy. There is no reason why the gap in the balance of payments should be $5 billion a year and why prices should rise by 400 percent a year." Elizur declared that un- like countries whose eco- nomic problems are insolu- ble, Israel "could have pul- led itself up by its )ootstraps." He explained to B'nai B'rith's top 150 policy-makers that while the Jewish nation lacks mineral deposits, it does have "the most important raw material: brain power."
