Grenade kills Israeli soldier

Tel Aviv (JTA) — An Is-
raeli army officer was killed
in south Lebanon last Fri-
day and a resident of Sidon
was fatally shot Saturday
when he tried to run an Is-
rael Defense Force
roadblock in the center of
that town. An IDF patrol
killed two Arab terrorists

ak last Friday night.
Lt. Yosef Binyon, 21, was
buried in Eliphet, Upper
Galilee on Sunday. He was'
killed and' a civilian was
wounded when a hand gre-
nade was thrown at an IDF
convoy in Nabatiya last
Friday, the first incident of
its kind in 10 days. Binyon's
death brought to 581 the
number of fatal casualties
sustained by the IDF in
Lebanon since June 1982.
On Saturday, Israel
soldiers opened fire at a
speeding car that failed to
stop at a roadblock in Sidon.
The driver was killed. The
incident on the West Bank
occurred near the main
highway connecting Heb-
ron with the coastal plain.
An IDF patrol came on two
Arabs who opened fire with
pistols when they were or-
dered to halt. The patrol re-
turned the fire, killing both
men.
Military sources said they
were carrying four hand
grenades, two pistols, two
knives, maps in Arabic and
English and personal ef-
fects, including clothes and
medications identified as
having been purchased in
Jordan.

According to the sources,
Jordan may have been their
point of departure. Docu-
ments found near the bodies
identified their suspects as
members of El Fatah.
Damascus-based
A
organization that calls itself
the "Fatah Interim Leader-
ship" announced later that
two of its men were killed in
a clash with the IDF. The
Organization opposes PLO
chief Yasir Arafat.
Two Israeli soldiers were
wounded when their patrol
came under small-arms fire
from ambush north of the
Zaharani River in south
Lebanon on Wednesday.
They were evacuated by
helicopter to Rambam Hos-
pital in Haifa.
Two bazooka shells were
fired at an Israel Defense
Force patrol north of
Juyaeh in the western sec-
tor of the front in Lebanon
but caused no casualties. A
mine was discovered and
safely dismantled by Israeli
soldiers on a road near
Nabatiya that is fre-
quently used by the IDF.
Meanwhile, Israel con-
tinued to reduce its military
presence in Sidon, the most
populace town in south
Lebanon. The Saraya build-
ing which until recently
housed the IDF's civil ad-
ministration, was formally
turned over to a representa-
tive of the cultural govern-
ment in Beirut. The build-
ing now serves as headquar-
ters for the government's
southern provincial ad-
ministration.

Israel comptrollers report
critical of defense agency

Tel Aviv (JTA) — The
State Comptroller's report
for 1983, published Mon-
day, was moderately critical
of some branches of the de-
fense establishment. It also
found that one quarter of
the women who reached
military age were excused
on religious grounds and
another 13 percent were
discharged for health, mar-
riage or other reasons.
The State Comptroller,
Yitzhak Tunik, has the role
r£ :watch dog' over all gov-
iment departments and
agencies, including the
military. He said he did not
unveil his report at a press
conference, the practice in
previous years, because of
the Knesset elections to be
held in July might give it a
political tinge.
He also noted that, as in
past years, many of the fail-
ings of government bureaus
uncovered by his inves-
tigators were put right be-
fore the report was pub-
lished. He explained this on
the basis of preliminary re-

ports circulated internally
in the various ministries
and agencies.
The 1983 report zeroed in
on an Israel Defense Force
reserve division where seri-
ous deficiencies were found.
Among them were the fail-
ure of a number of di-
visional, brigade and com-
pany commanders to attend
required courses; in-
adequate training of
soldiers in some fields; lax
safety measures in some
units which results in at
least one death and several
injuries from live shells left
on the training grounds;
and a fuel shortage in the
stores of one brigade.
The report faulted the De-
fense Ministry for some-
times failing to consult with
the appropriate Knesset
committees on the utiliza-
tion of its budget and a ten-
dency to cut corners in
production.' On the other
hand, the report noted that
improvisations in the prod-
uction of the Merkava tank
appeared to work well.
