New York (JTA) —
Yehuda Blum, Israel's am-
bassador to the United Na-
tions, warned here Monday
night that the phenomenon
of open anti-Semitism at the
United Nations has reached
`alarming proportions" and
arged that it "must be as-
- ...Jibed to a large degree to
the shocking complacency
displayed in this regard in
recent years" by most mem-
bers of the UN.
Blum, who spoke at the
Park East Synagogue,
where he received the
Human Dignity Award of
the synagogue's men's club,
said that "the absence of
reaction to the numerous
anti-Semitic outbursts at
the United Nations has
been construed by many an
anti-Semitic as indifference
amounting at best to ac-
quiscence."
Without mentioning
their names, Blum was
especially critical of the "si-
lence" of the European
countries at the UN. He
stated: "In particular, it is
difficult to refrain from giv-
ing expression to a sense of
profound dismay at the
studious silence observed at
the United Nations by those
representatives whose
countries in the 1930 and
1940s were directly in-
v6lved in the anti-Jewish
persecutions of the Nazi-
fascist era."

Heavy losses
reported by
Israeli banks

Tel Aviv (JTA) — Two
more major Israeli banks
have announced heavy los-
ses for last year aid the
heads of both blamed gov-
ernment policies for their
predicament.
The Bank Leumi, Israel's
largest bank, published its
balance sheet last Friday,
showing a loss in 1983 of
7.75 billion shekels ($43
million).
Sunday, the Bank
Hapoalim released its bal-
ance sheet showing a 10.9
billion shekel loss (about
$60 million) in 1983 com-
pared to a profit the prev-
ious year. It was the most
ere loss of any of the
jor banks so far.
Last week the Mizrachi
Bank announced that it had
lost 948 million shekels
($5.4 million) in 1983 in
contrast to a 1.3 billion
shekel ($7.7 million) profit
in 1982.
All of the losses an-
nounced were adjusted for
inflation. The Bank
Hapoalim's figures showed
a nominal decline of 28 per-
cent and a real drop of 74
percent compared to the
previous year.
