those tactics could be used
again this summer during
MFN hearings in Congress
if Romania does not agree to
take Trifa.
John Loftus, a Massachu-
setts investigator who was
formerly with the U.S.
Office of Special Investiga-
tions, said it was his under-
standing that most Com-
munist countries do not
want Nazis or their associ-
ates returned to them. He
also mentioned a U.S. law
that prohibits a person from '
being deported to a country
where he could be perse-
cuted.

Andrija Artukovic of
Surfside, Calif. has avoided
deportation to Yugoslavia
for 30 years on grounds that
he would be politically per-
secuted. Artukovic was an
official in Nazi-controlled
Croatia during World War

Trifa has consistently
maintained his innocence
on all charges of war crimes
or complicity with the Nazis
and loudly proclaimed that
he would be persecuted in
Romania because of his
anti-Communist stance.
His agreement to voluntary
deportation apparently re-
moves the prohibitions of
U.S. law in his case.
- From the moment he
signed the agreement with
the government, Trifa pub-
licly stated that he was still
innocent but unable to sub- -
ject his parishoners to the
continuing expense of fight-
ing the U.S. government.
Allan A. Ryan Jr., direc-
tor of OSI at the time, told
The Jewish News that Trifa
stopped the case before- the :
government could present
its evidence against him in
open court. Ryan last year
wrote a controversial report
on the U.S. involvement in
protecting Klaus Barbie,
"the Butcher of Lyon," after
World War II, and Ryan is
now in private law practice
in Washington.
With the Oct. 7 deadline
approaching, Trifa's days ix.
the United States may be
numbered. Although four
countries have turned down
requests to allow him entry,
Romania may be standing
in the wings.
