Leu, president of the Teamsters, Chauf- feurs, Warehousemen and Helpers Local Union No. 20, has been designated by the State of Israel to be honored at a testimonial dinner. The dinner, to be held in cooperation with State of Is- rael Bonds, is scheduled for 7 p.m. May 20 in the Great Hall of the Toledo Masonic Auditorium, 4645 Heather- downs Blvd. The event will begin with cocktails at 6 p.m. Leu will be presented with the State of Israel's Is- rael Labor Solidarity Award in recognition of his "distinguished labor lead- ership, humanitarian con- cern and his outstanding support and solidarity with Israel, bastion of democracy and freedom." Dinner co-chairmen are: Frank Instone, executive vice president of Seaway Foodtown; and Harry Morell, retired executive secretary, Northwestern Ohio Building and Con- struction Trades Council. Honorary dinner co- chairmen are: Richard Celeste; Congresswoman Marcie Kaptur, 9th Dis- trict; Robert Holmes, inter- national vice president; Harold Friedman, interna- tional vice president; and General President Jackie Presser, all of International Brotherhood of Teamsters. Guest speaker will be Daniel Bloch, counselor for Labor Affairs at the Israel Embassy in Washington, D.C. A tribute committee of government, labor, indus- try and community leaders across the State of Ohio is in formation. Leu has served the labor movement in a number of leadership posts: trustee, Local 20 Health and Wel- fare Fund, 1969 to 1975, 1978 to 1983; treasurer, To- ledo Teamsters Federal Credit Union, 1968 to 1974; member, board of directors, Ohio Conference of Teamsters; officer and business agent, Local 20; chairman of the Local 20 Legal Defense Fund; and president, Joint Council No. 44. Leu includes among his communal efforts member- ship on the East Campus Advisory Committee; the board of United Way; the board of Toledo Labor- Management - Citizens Committee; the Citizens Committee for the Toledo Zoo; the Committee to Re- Elect State -Sen. Marigene Valiquette; the 1983 Labor Day Parade Committee; the board of directors of Ameri- can Red Cross; the North- west Ohio Food and Bever- age Trades Council; and the board of directors of River- side Hospital. He is a University of To- ledo trustee and vice president of Northwest Ohio Health Planning, Inc. He was instrumental in ob- taining HUD financing for Teamsters Residences, a housing project for the el- derly. He was a member of the 1983 National Labor Dele- gation to the State of Israel. " Guest speaker Bloch served as chief political correspondent of the Israeli daily, Davar, and headed its Jerusalem bureau. The par- liamentary correspondent for Israel Radio before join- ing Davar, he later served as a member of the board of governors of the Israel Broadcasting Authority. From 1975 to 1978, he was president of the National Federation of Israeli Jour- nalists. The Jerusalem-born labor affairs counselor holds a degree in economics and history from the Hebrew University.He served as a delegate to the convention of Histadrut, Israel's Gen- eral Federation of Labor, in 1974, 1977 and 1981. .4 Partrich heads Bonds unit Spencer M. Partrich has accepted the chairmanship of the Metropolitan Detroit State of Israel Bonds Am- bassador's Society of Trus- tees, it was announced by D. Dan Kahn, Metro Detrot Is- rael Bond general chair- man. The AST is an interna- tional honor society which pays recognition to those persons who purchase $10,000 or more of Israel Bonds in a given year. The society is currently spon- sored by Israel Ambassador to the United States Meir Rosenne. Partrich was graduated from Wayne State Univer- sity Law School and is a member of the Michigan and American Bar Associa- tions. The Partrich family has been active in the commu- nity for many years; the organizations they serve in- clude the United Jewis-h Appeal, the Anti- Defamation League and ORT.
