speakers, Mohammed
Milhem, the Mayor of
Halhoul, was expelled by
the government of Israel for
open incitement to violence
and insurrection against Is-
rael and the expulsion order
was upheld by Israel's Sup-
reme Court. Milhem's links
to the PLO and the PNC
(the PLO National Council)
have been fully documented

by the Israeli authorities
and his virulent tirades
against the Jewish state —
in Israel, Europe and Arab
states — clearly identified
him as a committed PLO ac-
tivist, who unreservedly
shares the PLO aim of liq-
uidating the State of Isarel.
His repeated calls for a
"jihad" (holy war) against
the Jewish state in March
1980 are believed to have
precipitated the murder
from ambush of six Israeli
civilians on the way home
from Sabbath eve prayers

raelis were wounded in the

Cabinet denies Sharon request
for Beirut massacre files

Jerusaleme(JTA) — The
Israeli Cabinet, acting on
the recommendations of se-
curity agencies, has refused
former Defense Minister
Ariel Sharon's request for
release of classified docu-
ments relating to the Sabra
and Shatila refugee camps
massacres which he says he
needs to pursue his $50 mil-
lion libel suit against Time.

Sharon filed suit against
Time last year, charging
that the American news
weekly "heavily damaged"
his reputation by alleging
that he had secretly urged
the Christian Phalangists
to massacre Palestinians , in
the two West Beirut camps
in September 1982 to av-
enge the assassination of
their leader, President-elect
Bashir Gemayel of Leba-
non.
Time contends that its ac-
cusation was based on a
secret appendix to the re-
port by the commission of
inquiry into the massacre,

headed by Supreme Court
President Yitzhak Kahan.
The Kahan Commission, in
its findings published early
in 1983, found Saron indi-
rectly responsible for the
massacre because he had
ignored the likelihood of
Phalangist reprisals when
he allowed them to enter the
r efugee camps in search of
terrorists believed hiding
there.
Sharon believes the
documents which the
Kahan panel studied but
which remain classified for
security reasons, would
support his claim that he is
the victim of libel. Premier
Yitzhak Shamir suggested
at Sunday's Cabinet meet-
ing that Time authorize an
Israeli citizen whom it
trusts to review the secret
material which the gov-
- ernment would put at his
disposal.
This selected citizen,
Shamir said, would be
allowed to prepare an af-
fidavit which would - state
whether or not the material
contains any confirmation
of the allegations Time
made against Sharon,
though the material itself
would remain secret. He
told the Cabinet that wider
disclosure of the material,
as requested by Shamir,
would be contrary to the na-
tional interest.
Sharon apparently was
not satisfied with the
suggested procedure. Ac-
cording to Cabinet sources,
he and Shamir had a nasty

organizations not to provide
a platform to individuals
linked to the PLO. Obvi-
ously, the New Jewish
Agenda, an organization
advocating recognition of
and "doing business" with
the PLO, is not bound by
communal constraints; it
thus felt free to give public
exposure to the views of a
hate-mongering PLO
spokesman.
In doing so, it has failed
miserably to advance the
cause of Arab-Jewish
coexistence it professes to
espouse.

Cabinet had "abandoned"
him to bear the full brunt of
events in Lebanon while
other ministers equally re-
sponsible were excused.
Sharon's request for re-
lease of the classified docu-
ments was made in confi-
dence. It was not intended to
be generally known but was
leaked to the news media.
Cabinet Secretary Dan
Meridor said that a copy of
Sharon's request had been
sent, apparently without
his knowledge, to the
lawyers representing Time
in New York.
Time informed its Israet
bureau of the request and it
swiftly became known to
the local media, Meridor
said. According to his ver-
sion, there was no leak from
the security agencies which
the Cabinet had consulted
with respect to the request.

Shmurah matzah: guarded

Jerusalem — Mea
Shearim, an Orthodox area
of Jerusalem, is one of many
places where Passover mat-
zah is prepared according to
strict requirements of
halachah (Jewish law).
Shmurah matzah is made
only by hand and it is
watched (shmura means
guarded) from the moment
the wheat stalk is cut until
after the matzah has been
baked. This is to ensure that
no water prematurely
touches the flour or the mix-
ture could begin to develop
into bread. The matzah is
made of two ingredients,

from flour and from water
drawn from a well the night
before baking.
Any Passover matzah
may be eaten during the
eight days of Passover in the
Diaspora (seven days in Is-
rael), but shmurah matzah
is prepared especially for
use at the Seder. During the
baking process, preparers
say aloud, "These matzahs
are for the sake of fulfilling
the commandment concern-
ing matzah."
Neither bread nor matzah
may be eaten after 9 a.m. on
the day of the first Seder.
