Navon said he warmly thanked all those who had urged him to make a bid — and he now urged them to work all-out for a Labor vic- tory in the election. He him- self would work diligently in the campaign, would stand for the Knesset, but would not want "the No. 3 slot or any other slot." Peres is reported to have offered Navon the No. 3 slot on the Labor list, with a fu- ture cabinet post of deputy premier and domestic policy overlord. But Navon's sup- porters in the party were 'miffed at this and felt their man should have at least been offered the Foreign Ministry. He confirmed that Shamir tried to persuade him to avoid a leadership contest, which was only "natural," Levy said. The deputy premier challenged Shamir once before — last September following the resignation of Premier Menahem Begin. At that time, the Herut Central Committee rejected his leadership bid by a 60-40 percent margin. The Herut leadership has recommended to the party secretariate that the central committee decide only who will fill the top spot when it meets. The second and third slots would be determined in later, separate balloting.
