Koch Warned Jimmy Carter
of foreign policy consequences

On March 6, 1980, several
weeks prior to the New
York primary election,
Mayor Edward Koch of New
York returned from his
Chinese and Japanese trip.
There was an immediate
exchange of calls with the
White House and President
Jimmy Carter expressed a
desire to meet with him.
It was a critical period,
with a shocking develop-
ment at the United Nations.
The U.S. delegate voted
negatively on an important
Israel issue. The President
apologized. The U.S.-UN
delegate, Andrew Young,
was forced to resign.
Mayor Koch and
President Carter met at the
White House for lunch a few
days later and the
President, seeking re-
election, was anxious to get
Ed Koch's views.
Koch spoke bluntly. He
said to the President:
" `Mr. President, you have
to understand that the Jews
for 2,000 years have had
people sell them out. There
isn't a country on the
world's face today except for
the United States that
hasn't at one point cast its
Jews out. When Shakes-
peare wroth The Merchant
of Venice, there wasn't a
Jew in England. The Jews
had been expelled 300 years
before."
"He said, 'I didn't know
that.'
"I said, 'The Spanish ex-
pelled the Jews in 1492. The
Dutch expelled the Jews .. .
France today has an-
nounced that it is going to
recognize the PLO. Giscard
is inviting Arafat to Paris.
So you have to understand
that the Jews may sound
paranoid on this matter of
Israel, but they are not.
They are being very realis-
tic.
" And what they see, Mr.
President, is that in the one
country which has consis-
tently given them support,
that support has eroded. In
the past we vetoed resolu-
tions that were one-sided
against Israel and that
questioned Israeli sover-
eignty over Jerusalem.
Then we got to the point
where we simply abstained;
and now we are supporting
resolutions that have sanc-
tions in them and are de-
nunciatory. In the past it
was always the President
who saved Israel over the
objections of the State De-
partment. But today we
have two people who are
anti-Israel who are in the
forefront of your Adminis-
tration: Andrew Young and
Donald McHenry. They are
pro-Arab. They are hot for
Israel. They are for the
Arabs.

asked for forgiveness for
having referred to the
Ayatollah as a saint.
McHenry is even smarter
than Young because he
doesn't go as public as
Young. He is just as vicious
on the subject of Israel as
Young was. And Cy Vance
