Bloomfield, MI 48033 HAND PICKED DANGER ON THE HORIZON: The defeat in the Senate of the bill for a Constitutional amendment to legalize -voluntary vocal prayers in public schools — a measure strongly opposed by all leading Jewish organiza- tions, some Christian church groups and by liberal groups — is a victory for the principle of church-state separation which the Founding Fathers embodied in the Constitution. Currently, however, there is another strong effort in the making which requires great attention on the part of the American Jewish community and of all Americans who are interested in protecting the Constitution. Thirty-two states petitioned Congress to hold a Constitutional Con- vention to draft an amendment requiring the federal gov- ernment to maintain a balanced budget. If two more states submit such petitions, the Congress must call the requested convention. A Constitutional Convention contains the danger that it may not limit itself to one issue but may be expanded and reconsider the entire Constitution — including the Bill of Rights. The danger is obvious. Leading Jewish organizations oppose all efforts to enact a balanced budget through an Qpen-ended Constitu- tional Convention. They are concerned about this process that would render other Constitutional safeguards vulner- able to amendment. Constitutional scholars and authorities are of the opin- ion that there is no way to limit the scope of a Constitu- tional Convention — not by the language of the state peti- tions, not by Congress and probably not by the courts. A Convention is viewed as the ultimate voice of the people, with authority superior to that of any branch of govern- ment. It could run away with its powers to propose amendments on any subject it wishes. It could impose fundamental changes in the Constitution.
