Warning

- WASHINGTON (JTA) —
Israeli Ambassador Meir
Rosenne warned this week
that unless Egypt returns
its ambassador to Israel
soon, "Israel will have to
think twice before accepting
any negotiations with an-
other Arab state."
"If the end result of such
negotiations is to see that
- you fulfill your obligations
while the other side does
not, it is not very encourag-
ing for the peace process,"
he told the 2,000 men and
women attending the
Fourth National United
Jewish Appeal Young
Leadership Conference at
the Washington Hilton
Hotel.
Noting that Syria "man-
, aged to impose the abroga-
tion" by Lebanon of its May
17, 1983, agreement with
Israel, Rosenne stressed
that what was at "stake"
was "whether international
treaties can be abrogated,
canceled due to terrorist ac-
tions."
He stressed that the
agreement committed Is-
rael to total withdrawal
from Lebanon.
But Rosenne said he be-
lieves peace can be estab-
lished in the Middle East if
the Arab states will agree to
negotiate with Israel freely
without any pre-conditions.
"The Palestinian question
is not a question of territory
— it is the basic Arab re-
fusal to recognize the state
of Israel," he said.
The ambassador said that
Israel is committed to the
"legitimate rights" of the
Palestinian people under
the Camp David agree-
ments. He said Israel "can-
not and will not accept any
plans that are submitted
and that are in violation of
the agreement."

PLO Sympathizer
Jailed by Israel

TEL AVIV (JTA) — A
27-year-old French national
was sentenced to four years'
imprisonment by a Tel Aviv
district court Tuesday for
aiding the Palestine Libera-
tion Organization.
The evidence which led to
his conviction was found in
the PLO archives captured
by Israeli forces in Beirut.
The accused, Henri Eic-
hholtzer, was charged with
taking photographs of 36-
story Shalom Tower, Tel
Aviv's tallest building, in
1978 and passing them on
the PLO agents.
He claimed he did not
know the photographs were
intended as a guide for ter-
rorists who planned to plant
bombs in thM building which
houses government and
business offices and a de-
partment store.
Eichholtzer was arrested
eight months ago on a re-
- turn visit to Israel. His lin-
kage to the PLO was con-
firmed by documents found
in Beirut.

The tribe of Dan was
known as the most warlike
of the tribes of Israel.
