ILO Admits Israel to Parley GENEVA (JTA) — Israel scored a major victory here when two-thirds of the gov- erning body of the Interna- tional Labor Organization (ILO) voted, against strenu- ous Arab opposition, to admit Israel to the Asian Regional Conference and regional activities of that United Nations Agency. The issue arose two years ago when the ILO's Com- mittee of Structure recom- mended that there should be four regions: the Americas, Europe, Asia and Africa. The Arab states applied immediately for admission to the Asian group. Israel did not apply at that-time because there was some feeling in Jerusalem that it should seek to be a member of the European group. The matter became one of some urgency because the annual ILO conference next June is expected to adopt the _Structure Committee's proposals, leaving Israel a member of no region. The Asian countries, under Arab pressure, opposed Is- rael's entry into the Asian Regional Conference on grounds that it would "dis- Holiday Closings Nixed in Balt. "The United States de- cided to evacuate the Marines from Beirut and I look upon this positively be- cause it means the end of illusions and it means that our goals are now obtaina- ble." Rabin told the dinner guests that Israel is looking for the continuation of the peace process with the most important issue being how to make Israel stronger eco- nomically and more impor- tant in the world commu- nity. Detroiter David Herme- lin, national campaign chairman of the Israel Bond Organization, who served as chairman for the interna- tional dinner at the Fon- tainebleau Hilton Hotel, announced that "more than $15 million in Israel Bond sales have been achieved to inaugurate our campaign." turb the harmony existing between the Asian coun- tries." The Israel delegate, Gideon Ben, observed as there is no harmony be- tween Iran and Iraq or between Jordan and Syria, not to mention Vie- tnam and its neighbors. The outcome was the ad mission of Israel to a sub- region of the Asian regional conference which includes Turkey and Iran. Rabin, addressing more than 500 leaders of Jewish communities from the United States, Canada, South America, Europe and south'lorida at an interna- tional dinner marking the beginning of the 1984 State of Israel Bond campaign, stated that Israel faces the problem of security on its northern border. "The government of Is- rael and the government of the United States wanted the people of Lebanon to de- cide their own fate and fu- ture by themselves," he said.
