U.S. Jewish Leaders Meet with Kohl
to Discuss W. German-Saudi Arms Deal
WASHINGTON (JTA) —
A dozen Jewish leaders held
a "frank and open" discus-
sion with Chancellor Hel-
mut Kohl of West Germany
here this week but no one's
mind was changed on the
possibility of Bonn selling
arms to, Saudi Arabia, ac-
cording to Edgar Bronfman,
president of the World
Jewish Congress (WJC).
During an appearance on
the NBC-TV program
"Meet the Press" Sunday
Kohl, while maintaining
his government has not de-
cided whether to sell a_rms
to Saudi Arabia, said that
although Germany has a
"special historical responsi-

bility" to Israel, it also has a
"tradition" of friendly ties
with Arab states.
"People came in with the
view that it is wrong, the
German Federal Republic
should not sell arms to
Saudi Arabia, and left with
the feeling they had made
very little impact on the de-
cision of the chancellor,"
Bronfman said after the
one-hour meeting at Kohl's
hotel Monday.
But, he added, he be-
lieves the meeting re-
sulted in a "better under-
standing between the
chancellor and • the
Jewish world. I think
these things take time
and a lot of interpersonal
relations," he said.
Bronfman, who had a pri-
vate meeting with Kohl be-
fore the general meeting
said he accepted the chan-
cellor's invitation to meet
with him again in Bonn at
the end of this month. While
Kohl insisted that it was up
to his government to make
the decision, Bronfman said
he got a "very good under-
standing of the way the
Jewish people feel on the
subject." Several of the par-
ticipants at the meeting
were Holocaust survivors.
Kohl also told the Jewish
group that he would sell
only defensive weapons to
Saudi Arabia. Bronfman
said one of the participants
noted that both defensive
and offensive weapons kill
people.
In New York, the Confer-
ence of Presidents of Major
American Jewish Organ-
izations called on President
Reagan and Secretary of
State George Shultz "to
bring their influence to
bear" against the proposed
arms sale.
"A generation after
Hitler, German arms
again imperil Jewish
lives," the conference
said in a statement. "To
the Jewish people, Ger-
many carries a special
responsibility, a legacy of
the Nazi era, selling mili-
tary hardware to Saudi
Arabia, which partici-
pated actively in all of the
Arab wars against Israel,
would make a mockery of
Germany's obligations.
Jews must never again be
the targets of German
weapons."
In an apparent attempt to
ward off American criticism
of the proposal sale, the
West German government
last week called on the
United States, Britain and

HAIFA (JNI) — The Elbit
Computer System Co. has
won a $6 million contract to
supply naval communica-
tion systems to an undis-
closed European firm. Al-
though similar devices have
been supplied to the Israeli
Navy, this order represents
the high-technology firm's
first for export and will take
two years to complete.
France to coordinate West-
ern arms sales to the Middle
East.
A statement from Bonn,
issued on the eve of Kohl's
departure, rejected the no-
tion that it is acceptable for
the U.S., Britain and
France to supply arms to
Saudi Arabia and other
Arab states, but not for
West Germany. "Special
treatment of Germany
within the Western alliance
concerning arms exports
would involve political and

psychological risks," the
statement asserted.
Meanwhile, the West
German daily, Die Welt, re-
ported Monday that Spain
has offered to sell Saudi
Arabia a new combat tank
which is going to be built
with the help of West Ger-
many. According to mili-
tary experts here, the tank
is the same one that Egypt
hopes to assemble with the
help of Krauss Maffei, the
Bavarian producer of the
Leopard II tanks.
