Israel-Lebanon Ties Salvageable?-

JERUSALEM (JTA) —
Official circles in Israel con-
tinued to cling to the hope
this week that something
may be salvaged from Is-
rael's aborted efforts to es-
tablish at least quasi-
diplomatic relations with
Lebanon despite President
Amin Gemayel's trip to
Damascus to see President
Hafez Assad of Syria. One
Likud Mk called it a trip to
"Canossa." (Canossa was
the village in northern Italy
where emperor Henry IV
made humble submission to
pope Gregory VII in 1077.)

While Gemayel's abroga-
tion of the May 17, 1983
Israel-Lebanon withdrawal
and security agreement is
considered a foregone con-
clusion, officials quoted by
Israel Radio expressed hope
that the Israeli mission
maintained near Beirut
would not be ousted and
that Gemayel will not sur-
render totally to Syria's
demands.
The officials reitereated
Israel's belief that cancella-
tion of the May 17 accord
would be a grave blow to
Lebanon's sovereignty and
independence. Some obser-
vers felt that Israel would
benefit insofar as it would
now be free to decide on a
further pullback or rede-
ployment of the Israel De-
, fense Force in south Leba-
non.
The officials reiterated
Israel's belief that cancel-

cause of a lingering hope
that Gemayel may yet re-

sist Syrian pressure. In
such circumstances, a
redeployment of the IDF
would weaken the
Lebanese president's re-
solve. But many Israeli
observers now believe
that Gemayel's last re-
serves of resistance to
Syria were shattered by
the withdrawal of the
U.S. Marines from Beirut.
The U.S. position is that
Gemayel brought the disas-
ter on himself by refusing to
yield a fair share of political
power to Lebanon's major-
ity non-Christian popula-
tion, relying instead on
American fire-power to en-
able him to "stand tough"
against his internal rivals.
According to Likud MK
Ehud Olmert, a member of
the Knesset's Foreign Af-
fairs and Security Commit-
tee, Gemayel has signed his
"political death warrant" by
going to Damascus to meet
Assad. He- doomed his own
regime and is "a puppet of
the Syrians now," Olmert
said. He predicted that the
Syrians "will discard him
soon enough" because "they
can find better puppets."
Premier Yitzhak Shamir
denied on Tuesday that Is-
rael was acquiescing to the
partition of Lebanon by
keeping its army in that
country. Israel is opposed to
the partition of Lebanon
and will not be a party to
such partition, Shamir told
the Knesset's Foreign Af-
fairs and Security commit-
tee in reply to opposition
critics.
He also rejected a
charge by Labor MK
Yossi Sarid that the Is-
rael Defense Force was
being kept in Lebanon
only for reasons of na-
tional prestige. He denied
reports of sharp dif-
ferences within his
Cabinet over Lebanon.
All of the ministers agree
that Israel must seek
adequate security meas-
ures which would make a
permanent IDF presence

Survivors' Photographs Sought

Goldmann Museum of the
Jewish Diaspora — is seek-
ing photographs and film on
Holocaust survivors for the
years 1945-1950, the years
immediately following the
liberation of the death
camps.
The museum is planning
a major exhibition to mark
the 40th anniversary of the
liberation of the camps.

Photographs should be
identified on the back with
the name, address and tele-
phone number of the sender,
the date the photograph was
taken, and a 20-word de-
scription.

He said that Israel is now
dealing with the last stages
of the war in Lebanon.
Meanwhile, the Euro-
pean Economic Community
gave its strong backing to a
French plan to create a
United Nations peacekeep-
ing force in Beirut to replace
the multinational force,
most of which has been
withdrawn.
The foreign ministers of
the 10 EEC member-states
urged the United Nations
Security Council to act im-
mediately to set up such a
force. They also called on
the various warring fac-
tions in Lebanon to observe
a ceasefire and to meet
again in Geneva to work out
their differences and estab-
lish a central Lebanese gov-
ernment that could guaran-
tee the country's indepen-
dence and territorial integ-
rity.
France, which is sponsor-
ing a resolution in the Secu-
rity Council for a UN force
in Beirut, is the only
member of the multina-
tional force that still has
troops in the Lebanese capi-
tal.
