the American embassy in
Israel from Tel Aviv to
Jerusalem.

Daniel Moynihan's bill re-
quiring that the embassy be
moved to Jerusalem.
Eisenberg pointed out
that, with a single excep-
tion, Israel, all U.S. embas-
sies are located in the capi-
tal cities of the host coun-
tries.
"The result," he said,
"is that the U.S. engages
in a diplomatic fiction.
We pretend that the seat
of government is in a city
other than the capital."
Eisenberg pointed out
that other western pow-
ers have followed the
U.S.' lead and continue to
maintain embassies in
Tel Aviv.
Moynihan declared that
moving the U.S. Embassy in
Israel from Tel Aviv to
Jerusalem would be a major
contribution to the Middle
East peace process.
"There will be no peace in
the Middle East as long as
there remains any doubt in
the minds of the enemies of
Israel as to the commitment
of the U.S. to the perma-
nence of the state of Israel,"
Moynihan told the Senate
Foreign Relations Commit-
tee.
"There is nothing we
can do more to bring
peace to Israel and the
Middle East than put our
embassy in its capital and
say our embassy is there
to stay and the state of Is-
rael is there to stay and
nothing will change
that."

now has 28 co-sponsors in

Shultz Lashes
Syria Intentions

WASHINGTON (JTA) —
Secretary of State George
Shultz said last week that
Syria's actions in Lebanon
proved that it did not oppose
the May 17 Israeli-
Lebanese agreement be-
cause it felt it encroached on
Lebanese sovereignty but
because Syria objects to any
Arab agreement with Is-
rael.
Some of the things that
Syria is now demanding in
Lebanon make an absolute
mockery of Syria's concern
that anything in the
Lebanese-Israeli agree-
ment infringes on Lebanese
sovereignty," Shultz said in
an appearance before the
Senate Budget Committee.

Balance of Trade
Deficit Is Lower

JERUSALEM — The
-government economic office
attributed declines in the
December and January
trade deficits in Israel to the
recent belt-tightening
policies of the government.
The monthly deficit in the
balance of trade dropped
from $108 million in De-
cember 1982 to $91 million
in December 1983. The
January 1983 deficit was
$320 million, compared to
$190 million in January
1984.
