Last fall, a JWV member
and a member of the Vete-
rans of Foreign Wars were
ticketed for selling paper
poppies in the street at the
intersection of Ten Mile and
Southfield roads. Southfield
police say street selling is
dangerous and violates
state traffic laws.
Jack Kraizman, JWV
judge advocate, told the city
council Monday that funds
generated by the street
sales would be reduced
drastically if the veterans
were forced to sell poppies at
office buildings and shop-
ping centers. The veterans
also contend that most
businesses have rejected
previous requests to allow
the veterans to sell poppies.
The poppy sales fi-
nance gifts for veterans
in Michigan VA hospi-
tals, scholarships and
charitable work of the
veterans organizations.
The city council held a
study session last night to
discuss the problem with
the veterans and police offi-
cials.

million budget for the
Jewish Agency in fiscal
year 1984-1985 plus an.
additional $54 million for
Project Renewal.

budget for rural settlement
would amount to $80 mil-
lion and a forecast of 18,000
immigrants in 1984-1985. A
similar budget will be as-
signed to youth aliya on the
assumption that 17,000
children will be absorbed in
the budget period.
Meanwhile, Haim Aha-
ron, Israel's ambassador to
Colombia, was unanim-
ously elected to the chair-
manship of the Jewish
Agency's immigration de-
partment by the agency's
board of governors.
The Jewish Agency board
also elected Renana Gut-
man, a lawyer, as comptrol-
ler of the agency.
