rst, a writer specializing in
Mideast politics, wrote in
the. New York Times Tues-
day.
According to the writer,
peace is vital to Mubarak
becasue of his regime's go-
als. "Mubarak envisions
making his mark by coming
to grips with Egypt's
monumental economic and
social problems," Viorst
claimed.
"To succeed," Viorst con-
tinued, "President
Mubarak has calculated
that he must provide Egypt
not only with peace but also
with a reaffirmation of its
sense of itself as an Arab
land. To most Egyptians the
price of Camp David has
been not so much the
legitimizing of Israel, which
they accept, but their own
exclusion from Arab coun-
cils."
Noting that Israel de-
clared that Mubarak's
commitment to peace is
in doubt, after the Egyp-
tian president called dur-
ing his recent Washing-
ton visit for a direct
American dialogue with
the Palestine Liberation
Organization, Viorst
wrote:
"It is unfortunate that the
Israeli government chose,
in its public pronounce-
ments, to interpret
Mubarak's course as evi-
dence that Egypt is un-
trustworthy and that Is-
rael security thus requires
holding on to contested ter-
ritories. The argument
sounds strangely like a new
rationalization for an old
policy."

WASHINGTON (JTA) —
President Reagan reiter-
ated his position last week
that Israel's settlement pol-
icy on the West Bank is not
"helpful" to the peace proc-
ess since a peace agreement
will require Israel giving up
some of the territory it now
holds.
"Obviously, the peace
process, when negotiations
come between the Arab
states and Israel, is going to
have to involve territorial
changes in return for secure
peaceful borders," Reagan
said in response to a ques-
tion at a nationally - tele-
vised press conference from
the East Room of the White
House.
On Lebanon, Reagan for
the first time said one rea-
son the U.S. Marines had
gone into Lebanon was be-
cause "we wanted to pre-
vent a war between Syria
and Israel."
