Integration of Israeli Schools
Marked by Violence, Uncertainty
Recent violent demon-
strations by middle class
parents in Rishon le Zion
who are opposed to educa-
tional reforms put the issue
of ethnic integration in
Israel's schools back
on the front pages of the
country's newspapers. Se-
curity and economic mat-
ters always seem more ur-
gent than education.
It should be stressed from
the outset that while there
are many similarities be-
tween Israel's policy of
encouraging ethnic and
socio-economic integration
through the school system
and the American busing
experience, there are also

foremost, hostility within
Israel to the notion of inte-
gration is less deep-rooted.
Compared to more diverse
American conceptions,
there is a general consensus
among most Israelis that
educational institutions
should reinforce the unity of
the Jewish people.
Much of the controversy
in Israel stems from means
rather than ends and most
of the confrontations arise
from a conflict of interest in
middle class households
where parents may approve
of integration in theory but
are-motivated in practice by
the immediate concern of
getting the best possible
education for their child.
Traditional feelings of
snobbery by European
Jews towards their
Oriental counterparts
have also fueled discon-
tent with policies of inte-
gration. But times are
changing and many of
the middle class parents
in Rishon le Zion who
reacted so violently to the
introduction of integra
tion there were in fact
themselves Orientals.
Integration as a govern-
ment policy goes back to the
1960s. At that time it was
becoming clear that the so-
cial and economic gap be-
tween the country's largely
Ashkenazi middle class and
largely Oriental working
class could in future genera-
tions split the society vio-
lently apart. In September
1968 the Knesset decided on
a policy of setting up junior
high schools around the
country. Their express pur-
pose was to promote inte-
gration through mixing to-
gether pupils from different
ethnic backgrounds.
However, the separate
network of religious schools
is also considered a barrier
to comprehensive integra-
tion. On the far left some
even suggest that Israeli
Arabs and Jews should be
integrated at the youngest
possible age. Present policy
encourages separate school-
ing because of questions of
language, culture and heri-
tage in each community.
Jerusalem is an example
of a city where the govern-
ment's program has been
fully implemented. In the
recent municipal elections
incumbent Mayor Teddy
Kollek cited his policy of
encouraging educational
integration in the capital as
being responsible for the
relative lack of tension be-
tween Ashkenazi and
Sephardi Jews in
Jerusalem.
Despite all the protests,
Eliezer Shmueli, Director
General of the Ministry of
Education (and, inciden-
tally, a Sephardi) has re-
mained determined to see
integration fully im-
plemented. Shmueli has
championed the program
since he feels that many
bright children never get
a chance in life because
of their disadvantaged
circumstances.
It was an important vic-
tory for Shmueli and all
supporters of the present
program of integration
when Education Minister
Zevulun Hammer stood
firm against the violence
and vehemence of irate
Rishon le Zion parents. For
better or for worse, that city
now has integrated schools
and Ministry of Education
officials claim that a push
will be made to implement
integration in all those
areas that have been delib-
erately postponing putting
the plan into action.
