It was promptly attacked by the Labor opposition and some coalition factions are not altogether pleased. In the budget presented, real wages will decline to the level of two years ago. The government however will offer a "flexi- ble cost of living increment to avoid sharp fluctuations in real wages," the Finance Minister said. Unemployment will rise to 6.5 percent of the work force. Some 8,000 jobs will be eliminated from the pub- lic service sector. Private consumption is expected to be reduced by 1.5 percent and exports to rise by 8.5 percent, according to the new budget. There will be a 20 per- cent cut in defense ex- penditures although the budget assumes that the Israel Defense Force will remain in Lebanon throughout the next fis- cal year. The government will purchase less, pay smaller subsidies for basic commodities and services and will reduce • • • • • Nine Detroit area organ- izations, including religious units, black groups and the Jewish Community Coun- cil, have issued a statement against the current recall elections in Michigan. Their statement says: "The current recall cam- paigns in Michigan repre- sent an abuse of the intent of the constitution because they are based on one .specific action or vote and not on malfeasance or mis- feasance. These recall cam- paigns cause fear and with that, an undue paralysis of our state government. "This fear of being targeted has caused legis- lators to timidly approach or avoid crucial social and human problems which must be addressed. The long-term effects of recall abuse are dangerous. The best democracy is one in which we exercise our elec- toral rights through periodic elections to deter- mine the fitness of legis- lators to serve. "We must end our pre- sent recall hysteria and permit our legislators to return to the complex problem of governing."
