Presented by Hall Real Estate Group JERUSALEM — Prof. Daniel Elazar, former De- troiter who heads the Jerusalem Center for Public Affairs, released a syndi- cated statement last week declaring the time has come for an "Israeli UJA." "If the Zionist movement is to revive itself," he said, "it needs a real presence in Israel and a real task to carry out. The only way to make that happen is to es- tablish a sphere of direct civic action within Israel as a Zionist effort. "It is the height of irony that the Zionist movement has become strictly a Dias- pora movement at a time when virtually every other Jewish organization is try- ing to establish an Israeli presence. This development guarantees that Zionism will become increasingly irrelevant. The task of a new Zionism could span the entire spectrum of equal- ity of life' issues. It could address itself to local civic concerns and to is- sues of social and cul- tural integration in the state. An Israeli civic Zionism might, for exam- ple, find a role in Project Renewal as a counter- part to the Diaspora in- volvement. "One very important task of such a movement would be an 'Israeli UJA' which would raise funds among an increasingly affluent popu- lation to contribute to the common treasury of the Jewish people. This could be Israel's share in support of common Jewish tasks throughout the world. Such a step would end the present situation of funds flowing in only one direction and would shatter the image that poor Israel is depen- dent on Diaspora support to survive .. . "What is needed is to transform the Israeli- Diaspora relationship into one of partnership in serv- ing world Jewish needs, in- cluding: Jewish education; The building-up of young Refused a platform by his colleagues, Sigmund Freud made his first lecture on psychoanalysis to his Bnai Brith lodge in Vienna.
