Detroit Chapter Is in Formation
American-Israel Business Group

Following the second an-
nual "Step Up To Israel"
Conference on Sunday at
the main Jewish Commu-
nity Center, a parlor meet-
ing was held at the home of
Marlene and Paul Borman
for the purpose of initiating
a local chapter of the
American-Israel Chamber
of Commerce and Industry.
Richard Lipschultz, a
member of the executive
board of the American-
Israel Chamber of Com-
merce for the Midwest, ad-
dressed a group of 30 De-
troit businessmen. He said
the purposes of the chamber

is to promote commerce and
industry in Israel and the
Midwest, provide current
information on economic
conditions in Israel and to
advise on business and in-
vestment opportunities. He
added that the chamber is
non-profit.
The Chicago Chapter,
which could serve as the
model for a Detroit Chap-
ter, has 450 members, five
full-time staff positions,
conducts trade missions
to Israel, organizes an
awards program, lunch-
eon programs and an an-
nual dinner and provides

articles for the monthly
general economic news-
letter.
A second meeting is being
planned. For information,
call Shelly Jackier at the Is-
rael Information and Re-
source Center, 661-1948; or
Esther Tal at the Israel
Aliya Center, 661-1084.

JERUSALEM — Prof.
Daniel Elazar, former De-
troiter who heads the
Jerusalem Center for Public
Affairs, released a syndi-
cated statement last week
declaring the time has come
for an "Israeli UJA."
"If the Zionist movement
is to revive itself," he said,
"it needs a real presence in
Israel and a real task to
carry out. The only way to
make that happen is to es-
tablish a sphere of direct
civic action within Israel as
a Zionist effort.
"It is the height of irony
that the Zionist movement
has become strictly a Dias-
pora movement at a time
when virtually every other
Jewish organization is try-
ing to establish an Israeli
presence. This development
guarantees that Zionism
will become increasingly
irrelevant.
The task of a new
Zionism could span the
entire spectrum of equal-
ity of life' issues. It could
address itself to local
civic concerns and to is-
sues of social and cul-
tural integration in the
state. An Israeli civic
Zionism might, for exam-
ple, find a role in Project
Renewal as a counter-
part to the Diaspora in-
volvement.
"One very important task
of such a movement would
be an 'Israeli UJA' which
would raise funds among an
increasingly affluent popu-
lation to contribute to the
common treasury of the
Jewish people. This could be
Israel's share in support of
common Jewish tasks
throughout the world. Such
a step would end the present
situation of funds flowing in
only one direction and
would shatter the image
that poor Israel is depen-
dent on Diaspora support to
survive .. .
"What is needed is to
transform the Israeli-
Diaspora relationship into
one of partnership in serv-
ing world Jewish needs, in-
cluding: Jewish education;
