Israel Emphasizes Self-Defense in Lebanon

It is understood in Is-
rael that a total with-
drawal of Israeli forces
from south Lebanon is
out of the question. Were
that to happen, the shel-
ling of Israeli towns and
villages in Galilee would
be resumed within hours,
according to the prevail-
ing view. The only work-
able solution therefore is
to redeploy the Israel De-
fense Force in the south.
No plan has been an-
nounced. But according to
one version, the IDF would
cease to act as policemen in
all of south Lebanon but
would pull back to artillery
range of the Israeli border.
This would allow it to con-
centrate on control of the se-
curity zone under the pro-
tection of artillery. Israeli
troops would no longer
patrol urban centers such as

Sidon which would mean a
much smaller Israeli mili-
tary 'presence in south
Lebanon, minimizing the
danger of casualties.
To carry out such a plan
would require cooperation
with the local Druze and
Shiite Moslems, the latter
comprising the bulk of the
population in the south. Is-
rael has been working for
some time to cultivate those
groups and reach an agree-
ment whereby they would
bear responsibility for local
security.
In effect, such an ar-
rangement would annul the
May 17 agreement with Be-
irut and lead to friction with
the Reagan Administration
which, at the moment,
seems determined to save
Gemayel.
Israel had no official
reaction Wednesday to
President Reagan's deci-
sion to withdraw the U.S.
Marines from Beirut. The
Israeli Cabinet met Wed-
nesday morning in what
was described as an in-
formal session to discuss
the latest developments.

It is expected to devote its
regular session on Sun-
day to the issue.
Reagan's move did not
take the Israelis entirely by
surprise. U.S. Ambassador
Samuel Lewis reportedly
informed Shamir and De-
fense Minister Moshe Arens
of the President's inten-
tions.
Reagan's announcement
represented a major depar-
ture from the policy Ad-
ministration spokesmen
said as late as Wednesday
morning would undergo "no
change."
While there was no offi-
cial comment in Israel, un-
officially the mood was pes-
simistic, especially as re-
gards the prospects for a
quick resolution of the prob-
lems in south Lebanon.
The tougher the Shiite
leadership stands in Beirut,
the less likely it seems that
the large Shiite population
in south Lebanon — about
400,000 — will show the

ter of weeks.
Israeli sources, mean-
while, reiterated that Israel
would not intervene to save
the government of
President Amin Gemayel.
Gemayel reportedly sent an
emissary to Jerusalem ap-
pealing for help. The Is-
raelis say the U.S. has not
asked Israel to take any ac-
tion in Lebanon.
